In mid-2017, the University of Wyoming undertook the development of a Housing Master Plan to address campus housing and residential life needs over the next decade. The plan includes an assessment of current conditions in campus housing and associated common spaces, and a long-term plan to improve the quality, suitability and management of housing and communal / amenity spaces across campus. The scope includes all the existing residence halls, university-owned apartments, and other housing options on campus (e.g., special interest, Greek, etc.).
To develop this plan, the University engaged the team of KSQ Design, an Oklahoma-based
architectural firm with an extensive portfolio of planning and design projects including
a broad range of university assignments, and Biddison Hier, Ltd., a Washington, D.C.-based
resource planning firm specializing in student housing and residential life planning

In response to a Legislative footnote, UW retained Mahlum Architects in consultation with Anderson Strickler LLC and Envision Strategies (the Consultants) to conduct a study of housing and dining facility needs regarding the six residence halls listed in the footnote. Consultants conducted surveys of on and off campus constituencies regarding needs and preferences. Consultants developed a preliminary concept and vetted it with constituencies and the UW Administration during the spring of 2015.
UW imposed a constraint on the Consultant to address replacement of the housing inventory within these residence halls by constructing new facilities on the same parcel upon which they are currently located. Discussions with Trustees and Legislators in the summer of 2015 revealed dissatisfaction with that constraint. Restricting the new facilities to the same footprint still required residence halls that are six stories in height. Moreover, to achieve the needed inventory, the buildings would still be placed very close to Grand Avenue (south of the current residence halls) continuing the “industrial” type presence for both students and the public traveling nearby.
