Dr. Schuhmann took over as Department Chair in January of 2010.  He is from North Carolina where he received a B.S. in Political Science and an M.P.A. from Appalachian State University.  After serving as the Town Manager of Chatham, Virginia, he completed the Ph.D. in Public Administration and Policy at Virginia Tech.

In 1995, he was hired by the Department of Political Science where he teaches Public Budgeting and Finance, Public Policy, Administrative Law, Survey of Public Administration, and a course on the influence of literature and film on contemporary notions of government and bureaucracy.  He previously held the position of director of the MPA program and, afterward, head of the department of Political Science.  Having completed full terms in each of these posts he has returned full time to research and teaching where his research focuses on issues of gender and administration, the municipal reform movement, and public policy processes.  In addition, he has served as a strategic planning consultant to various state and local government agencies and has provided expert witness testimony on changes to municipal government structure.
