Andrew Finley is the owner of Goolsby, Finley and Associates, LLC a consulting geology firm with over 100 years of combined experience in Casper, Wyoming. Goolsby, Finley and Associates specializes in conventional and unconventional oil and gas exploration and development including property evaluation, estate appraisals and expert geologic testimony for legal matters and in front of the Wyoming Oil and Gas Conservation Commission.

• Exploration/Development Geologist for Helis Oil & Gas, LLC. Responsible for evaluation of new projects/prospects/properties and picking drilling locations, formulating drilling prognoses, choosing and overseeing onsite geological supervision, daily operations oversight, design logging and evaluation programs. Also responsible for evaluation of all related geologic formations.

• Expert geological witness responsible for the evaluation of potential economic impact to Barlow and Haun, et al. due to a leasing conflict in the Green River Basin of Wyoming. Provided extensive geologic testimony to the Court in Barlow & Haun, et al. versus The United States of America.

• Exploration/Development Team Leader for Diamond Oil, LLC. Duties included picking drilling locations, formulating drilling prognoses, choosing and overseeing onsite geological supervision, daily operations oversight, design logging and evaluation programs, oversight of geophysical and geological consultants to Diamond, identification and purchase of seismic data. Also responsible for evaluation of all related geologic formations.

• Exploration/Development Team Leader for Diamond Oil, LLC. Duties include identification, development and evaluation of drilling and production opportunities primarily in the Powder River and Williston Basins of the Rocky Mountains.

• Geological consultant to Sundance Energy, LLC. Duties include evaluation of ongoing activity, geological evaluation of opportunities, development of drilling leads and support in the development of leasing and drilling strategies for Bakken, Niobrara, and Cherokee/Atoka Shale.

• Geological consultant to MR&E, Ltd. Presented to local Inner Mongolian governmental officials and a group of Chinese Coal Bed Methane personnel concerning feasibility of coal bed methane production for use in delivering power to a coal to liquids facility on behalf of Datang Power. Resulted in Datang Power’s securing of the concession from the Inner Mongolian government.

• Geological consultant to American Oil & Gas, Inc. Duties include geologic support for marketing/securing drilling partners and the identification and evaluation of drilling locations in 140,000 acre project.

• Assisted in the identification and targeted acquisition of 22,000 acre Krecji lease block Mowry Shale Prospect, helped with marketing and securing of drilling partners.

• Assisted in the identification and targeted acquisition of 55,000 acre Bordeaux lease block, helped with marketing and securing of drilling partners.

• Conducted geologic evaluation and assisted in marketing and subsequent drilling and evaluation of McKenzie West.

• Assisted in the identification and targeted acquisition of Big Judson lease block, helped with marketing and securing of drilling partners.

• Assisted in the identification and targeted acquisition of Chugwater lease block, helped with marketing and securing of drilling partners.

• Geological consultant to Shell responsible for the geologic analysis of Barrett Resources Powder River Basin holdings resulting in Shell’s $2.2 Billion bid for Barrett’s purchase.

• Performed geological evaluation and identification of potential oil and gas production from coals and conventional reservoirs of the Powder River and Green River Basins. Assisted in the marketing of properties to industry which resulted in the sale of Kennedy Oil assets in the amount of approximately $200 Million.

• Geological consultant responsible for onsite geological supervision and casing point picking for 150+ coal bed methane wells. Also trained several consultants for wellsite supervision. GFA and its consultants have performed geological supervision for thousands of wells in the Powder River Basin, Green River Basin, Wyoming Thrust Belt and Alaska for numerous operators. Also responsible for the correlation of coals across the Powder River Basin and the evaluation of acquisition targets for Devon within the Basin.

• Assisted in the development and maintenance of large coal bed methane database for the Powder River Basin and other Wyoming basins. Current database contains over 225,000 coal top and base pairs for Wyoming coals and all coal bed methane production. Also developed, programmed and maintained a user interface to database allowing very fast querying, exporting to various analysis programs and economic and production modeling of coal bed methane data. This data was used in the Shell analysis of Barrett and also in GFA’s determination of potential gas in place in the Powder River Basin Coal Bed play. This database has been leased by several operators including Devon Energy Corporation. GFA has consulted for 80%+ of the Powder River Basin Coal Bed operators.
