PREFACE: Some Federal and State officials have expressed concerns regarding when requests and contacts have the support of, or are made by, the University of Wyoming. These guidelines have been developed to coordinate University efforts in this regard and to improve internal communications enabling the President and Trustees to provide full University support in regard to significant matters.

These Procedures and Guidelines are not intended to prevent conversations, contacts and relationships with State and Federal officials and personnel or to create a bureaucratic nightmare or blizzard of paperwork and files. They should be interpreted and implemented in a common sense and effective manner to enable the institution to be effective at the State and Federal levels of government.


On behalf of the University of Wyoming as a public institution, only the Board of Trustees, in some cases the Executive Committee of the Board of Trustees, and the President of the University, or his designee, have the formal authority to make and/or approve requests directed to, oppose actions by, or make recommendations to Congress, Federal Executive Branch Agencies, the Governor of the State of Wyoming, State Executive Branch Agencies, the Wyoming Legislature, committees thereof, and members thereof.


(a) As citizens of Wyoming and as members of the University Community, UW personnel may freely consult and communicate with members of Congress, members of the Wyoming State Legislature, federal and state agencies and other Federal and State Authorities as long as they indicate that their views are their own private views or their considered professional ex officio views and do not represent, imply representation of, or are authorized by the University of Wyoming. Personal letters should not appear on University letterhead nor should other equipment or resources of the University be used for such a personal communication since this may be construed to imply that the communication has been approved by or represents an official position of the University of Wyoming.

(b) University personnel are encouraged to respond to requests from Wyoming state officers and legislators and members of the Wyoming Congressional Delegation for factual, non-partisan information. The appropriate program supervisor or Academic or University Officer shall be advised of significant requests for their knowledge and, if necessary, coordination of efforts.

(c) Lobbying for legislative or congressional action on behalf of a University unit without either prior notice to the President or else affirmatively indicating to those being lobbied that such efforts do not represent, imply representation of, or are authorized by the University of Wyoming, should not be conducted since the efforts may be at odds with other University programs or priorities. It is vital that such efforts affecting significant programs be coordinated through the President, Provost or other appropriate Academic or University Officer, in order to maximize outcomes without impairing other University programs and operations.


(a) When pending or desired Federal action is of significant interest to any University program or unit, or a significant contact with Federal Authorities has been or will be made, the appropriate program supervisor, or Academic or University Officer, should be made aware either generally or specifically as the situation may indicate. In matters which have a reasonable possibility to involve a University position or competing University priorities, the Special Assistant for Governmental Relations should be notified. The Special Assistant shall maintain files regarding such matters, consult with the appropriate Academic or University Officer and report to the President as the need appears.

(b) Research grants and projects, federal contacts therefore and maintenance of information relating thereto, should be coordinated by and through the Vice President for Research except as otherwise mutually agreed upon.

(c) The division of University Public Relations will inform on-and off-campus constituencies about legislative activities affecting the University of Wyoming.

(d) Legislative requests for information, as well as meetings with committees, are coordinated by the Special Assistant for Governmental Relations.

(e) Decisions regarding what positions of NASULGC will be supported by the University and contacts with the Wyoming Congressional Delegation and/or federal agencies relative thereto will be made by the President.
