Rick Miller has a bachelor’s degree from Kansas State and a law degree from the University of Kansas. He served as a USAF Judge Advocate, a member of Governor Mike Sullivan’s staff, director of the Wyoming Legislative Service Office, and UW’s Vice President of Government, Community and Legal Affairs until retiring in 2010. Rick returned to UW as Vice President and General Counsel in the summer of 2013.
Tara Evans joined the legal staff of the University of Wyoming part time in 2008 as Associate General Counsel, while working as a Special Assistant to the President of the University of Wyoming. She now works full time as Deputy General Counsel representing the University in internal administrative hearings, including student discipline and employment actions, and external equal employment opportunity, civil rights, workers’ compensation, and unemployment matters and hearings. Tara also advises the Department of Intercollegiate Athletics on NCAA compliance issues and assists the campus community with contracts and regulatory compliance.
Tara is a Wyoming native and graduated from the UW College of Law in the spring of 2006. She also received her bachelor of science degree in molecular biology from UW in December 2002. Prior to joining the University's legal staff, Tara was a legal clerk at the United States Court of Appeals for Veteran's Claims in Washington D.C. and also worked as Assistant Attorney General for the Wyoming Attorney General's Office in Cheyenne practicing water and natural resource law.
Ashley Guritza joined the legal staff of the University of Wyoming in 2012. She provides legal advice to the university on a variety of issues including export control, human subject research and animal research. Ashley is a Wyoming native who received her BA from UW in political science in 2009 and her JD in 2012. She is a licensed attorney in the State of Wyoming.
Paula Whaley joined the General Counsel legal staff of the University of Wyoming in 2013 as Associate General Counsel. Prior to joining the University’s legal staff, Paula most recently practiced public law as a Senior Deputy County Counsel in Orange County, California, advising a number of County agencies on various legal issues for the last 13 years. Paula has also had a private law practice and worked as a trial attorney for a law firm representing indigent families.
Paula graduated from Gonzaga School of Law in 1996 and received her bachelor of arts degree in sociology from U.C. Santa Barbara in 1991. She is admitted to practice law in California, Wyoming and the United States Supreme Court.
