ContractsA contract is an agreement (oral or written) between two or more parties where these is a mutual exchange of promises or other consideration upon some understandable terms and/or conditions. Although contracts for the University of Wyoming are primarily written documents, there can be enforceable oral contracts and the written contracts can take many forms including purchase orders, invoices, and simple letter agreements.
Background The Wyoming Legislature established the University under Wyoming Statutes § 21-17-101 and has provided under Wyoming Statutes § 21-17-203 that the board of trustees constitute a body corporate and "possess all the powers necessary or convenient to accomplish the objects and perform the duties prescribed by law." Several statutory sections discuss specific contracts the University may enter. The By-laws of the Trustees of the University of Wyoming specify the duties and powers of the President which include those specified in Wyoming Statutes as well as the power to conduct business activities, thus the power to contract. The President's power to contract and his ability to delegate that power are again set forth in a general statement of powers in the Regulations of the Trustees of the University of Wyoming II. A. The President of the University and the Vice-President for Administration are the only two individuals authorized to sign contracts for the University.
