UW Regulatory Restructure

Current Status

The Board of Trustees have voted to adopt the proposed new regulatory structure described on this site.

By focusing the attention of the campus on regulations, it may well become evident that changes to UW policy should be considered.  But that will not occur as part of these phases.  Note too that some campus entities, in particular the Faculty Senate, are engaged in efforts to propose substantive changes to current regulations.  This regulatory restructuring effort will have no effect on those efforts. Any substantive changes adopted to current rules can be easily incorporated into this new structure.

Background

Consistent with Task 25 in the University's Support Services Plan II 2005-2010, the ByLaws Subcommittee of the University's Board of Trustees is working with the Office of General Counsel and the Presidents of the Faculty and Staff Senates to develop a more cohesive framework for and recodify the University's regulatory structure. The reasons for the restructuring effort are outlined in the Restructuring Summary.

In the simplest terms, current Trustee Regulations and University Regulations (UniRegs) will be combined into a single set of regulations called UW Regulations (UW Regs). Only the UW Board of Trustees will be able to create new, amend or repeal UW Regs. Information Circulars will become Presidential Directives. Only the UW President will be able to create new, amend, or repeal Presidential Directives.

No substantive changes will occur to regulations during the renumbering of regulations or information circulars. Once the University's Board of Trustees have approved the new numbering format, efforts will be undertaken to delete archaic language and consolidate regulations so that University policies can be accessed in a single location to greatest extent possible. The new numbering format will not affect the work of any campus units that are working on possible substantive changes to regulations.
