Classification Description

Budget Analyst, Senior

Job Purpose:

Manage the preparation and allocation process of the University's budget, and position allocations; prepare management information and reports, and review financial and personnel transactions to insure proper regulations are followed.

Minimum Qualifications


Bachelor's Degree


3 years work-related experience

Knowledge, Skills, and Abilities

Knowledge of:

  • Finance, accounting, budgeting, and cost control procedures.
  • Legislative budget process.
  • Account creation according to budget information and funding types.
  • Computerized information systems used in financial and/or accounting applications.
  • Software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Research techniques, methods and procedures.
  • Modern office management principles, practices and equipment.
  • Applicable rules, regulations and policies of the University and laws of the State.
  • Principles and practices of personnel management and supervision.
  • Statistical record keeping and interpretation.
  • Principles and practices used to develop financial projection, both short and long-range.
  • Position number allocation, rules, regulations, and associated processes and procedures.
  • Policy analysis and a familiarity with budget issues and data sources.

Skills and Abilities to:

  • Interpret and analyze financial information.
  • Maintain accurate records.
  • Communicate effectively, both orally and in writing.
  • Fund accounting and budget experience in higher education.
  • Prepare budgets and perform fiscal management tasks.
  • Analyze and interpret financial data and prepare financial reports, statements and/or projections.
  • Analyze budgetary expenditures for compliance with approved budget.
  • Analyze, interpret and report research findings in a clear, complete and logical form.
  • Explain technical budgetary and accounting problems in simple non- technical language.
  • Perform arithmetic and algebraic calculations rapidly and accurately.
  • Foster a cooperative work environment.
  • Coordinate the development of internal operating budget.
  • Maintain control of position number use, distribution, and transfer.
  • Advise administrators and staff of budgetary information.
  • Provide training and information with regard to guidelines, polices, and procedures related to finances and budgets.

Characteristc Duties and Responsibilities

Essential Functions:

Prepare and synthesize revenue, expenditure, budget and position data for internal and external budget development. Analyze complex financial information and provide reports and recommendations.

Plan and coordinate the development of the internal operating budget.

Administer and maintain financial information by approving or rejecting the financial request.

Plan, develop and maintain methods to monitor budget and position data.

Maintain position control.

Coordinate with Colleges/Departments and other offices the creation of new accounts and create the proper budget rules based on the type of funds.

Advise and assist University administration and departments in areas pertaining to the University budget. 

Supplemental Functions:

Assist administration with special projects.

Provide guidance and training to employees and departments on guidelines, policies and procedures related to financial requests, salary administration, and budget development.

Working Conditions:

No major sources of discomfort, standard office environment; regular exposure to video terminal displays.
