Job Purpose:

Manages and directs the operational, financial, and personnel functions for Outreach Credit Programs to include planning, coordinating and directing the activities of the support staff. Provides leadership and project management for the Associate Dean Division Head and the Dean of the Outreach School.

  • Use discretionary authority to provide leadership making decisions that impact program and course development and relate to student issues.

  • Interview, hire, train, motivate, and supervise support staff, including employee development and performance management.
  • Develop, interpret, or modify operational polices and procedures.
  • Understand and comply with applicable federal, state and University rules and regulations.
  • Negotiate and prepare contracts for course program delivery.
  • Determine methods of delivery for distance course programs.
  • Determine costs and revenues associated with new course or program development.
  • Manage projects to meet multiple and conflicting timelines/deadlines.
  • Develop, plan, and implement short- and long-range goals and objectives.
  • Participate in strategic planning for Outreach Credit Programs and the Outreach School.
  • Support the vision of Outreach Credit Programs.
  • Consult with various levels of the campus community in support and development of new programs and courses.
  • Maintain thorough and accurate records.
  • Perform assessments and evaluate and understand impact of statistics.
  • Prepare reports and use applicable computer software and programs.
  • Work as a team member and foster a cooperative work environment.

Characteristc Duties and Responsibilities

Essential Functions:

Serve as the Division Head in his/her absence, and act on behalf of the Associate Dean, as directed, including participating in University committees and meetings voicing both the Dean's and Associate Dean's opinions and vision for the Outreach School.

Provide leadership, manage and coordinate support functions for the delivery of Outreach Credit Programs to include registration, course approval, class delivery, enrollment management, course evaluation, audio bridge operation, compressed video scheduling, accounts receivables and accounts payable.

Initiate and implement policies and procedures to facilitate the Outreach Credit Programs' operations and ensure that academic policies of the University are met.

Interpret federal, state, and University rules, regulations and operational policies and procedures; serve as one of two employees designated to authorize student withdrawals for Outreach Credit Program students on behalf of the Dean of Students and provide exceptions to policy using discretionary authority.

Interview, hire, train, supervise, motivate, and determine personnel actions for the Outreach Credit Programs' support staff.

Provide semester course production including meeting with Division Head, Online and Mediated Instruction Coordinators, Academic Departments, Program Directors, and Faculty in securing and scheduling course offerings, determining course delivery methods, dates and times.

Responsible for teaching contracts and the course approval process.

Establish short- and long-range operational goals and objectives; establish work schedules to meet various demanding deadlines for academic programs.

Assist with special projects such as the reorganization of staff assignments, business process changes, and program development including creating partnerships and developing excellent customer service relations and marketing to support new programs.

Assist and coordinate the preparation of course program reports including enrollments, expenditures, and tuition revenues.

Oversee the financial functions and accounting office, including strategic planning, budget development, endowments, monitoring expenditures, and developing course fees.

Supplemental Functions:

Facilitate and handle student issues and other problems for Outreach Credit Programs.

Facilitate and plan staff meetings, including statewide support staff.

Keep abreast of technology advances in the area of distance program delivery systems.

Attend and participate in related conferences.

Working Conditions:

No major sources of discomfort, standard office environment. Occasional travel.
