Spending Bill Does Not Include PILT Funding

The spending bill passed by Congress and signed by President Obama does not include funding for the payment-in-lieu of taxes (“PILT”) program that provides Western counties with much needed funding. It was expected that a $400 million allocation for PILT would be included in the spending bill. Instead, it appears that lawmakers plan to address funding for PILT in a Farm Bill that is currently in a conference committee. Congress will have to act quickly as PILT payments are typically disbursed in early summer.
Not funding PILT in the spending bill did free up $425 million for other uses in the Interior and Related Agencies portion of the bill, programs that will received nearly $1 billion more than in fiscal year 2013.
