Step One: Obtain a DUNS Number
Dun & Bradstreet (D&B) provides a free, unique, 9-digit identification number for each physical location of your business. Call 1-866-705-5711 to obtain a number or to check to see if you already have a number. A DUNS number is free; you do not need any of the services D&B offers for a fee for government contracting.
Step Two: Register in CCR and receive a CAGE Code
CCR is the Central Contractor Registration – a database in which all entities that wish to do business with the federal government must register. Once you have a DUNS number, the information that D&B has for your business will provide the foundation for your CCR record. This database includes general information about your business, corporate information, information about the goods and services your business provides, financial information, points of contact, and other information. The Central Contractor Registration’s User’s Guide can be a helpful place to learn more about this process.
Step Three: Complete an SBA Profile for the DSBS
The Dynamic Small Business Search is a database that is searchable for contracting officers and members of the general public alike. It builds on information included in your CCR. Businesses can enter a capabilities statement, keywords, and references to help market your business. Also, unlike CCR, this database is only for small businesses.

Step Four: Register on ORCA

Online Representations and Certifications Application (ORCA) is the database in which you make formal certifications to the Federal Government regarding your business. You will need to wait 24-48 hours after you have completed CCR and your SBA Profile before completing this, because ORCA draws information from CCR and DSBS. You will need your DUNS number and MPIN (you make up your MPIN during the CCR registration process) to begin the process, and the way it works is that you answer a series of questions. There are many links to clauses in the Federal Acquisition Regulations (FAR) that you should READ carefully as you are certifying to them during this process.
