Phase 0 Program
The Phase 0 program is funded in part by the Wyoming Business Council and is administered through the University of Wyoming. Any Wyoming small business or individual planning to submit a Phase I to any of the eleven Participating Federal Agencies is eligible to apply for a Phase 0. Proposals are due by 5:00 pm on the first of every month. Awards are generally announced on the 10th of the month.

Phase 00 Program
The Phase 00 program is funded in part by the SBA FAST grant and the Wyoming Business Council and is administered through the University of Wyoming. Any Wyoming small business currently working on their Phase I and planning to submit a Phase II is eligible to apply for a Phase 00. Phase 00 proposals are accepted any time and will be evaluated using the same criteria as Phase 0 proposals. Wyoming small businesses planning to submit a Phase 00 proposal should contact Kelly or Gene early in the process to discuss their project.
