Verification of Non-Filing Letter Instructions 2019-20

What is an IRS Verification of Non-Filing Letter?

An IRS Verification of Non-Filing Letter - provides proof that the IRS has no record of a filed Form 1040, 1040A or 1040EZ for the year you requested.

Non Tax filers can request an IRS Verification of Non-filing of their 2017 tax return status, free of charge, from the IRS.

Please select Method 1 or 2 below. If you are unable to complete one of these methods, you may then use methods 3 or 4.

Method 1:

Online Request

Available at https://www.irs.gov/individuals/get-transcript

Note: This is typically not available if you have never filed taxes before in prior years. If this is the case, please use the paper request process detailed below.

  • Click "Get Transcript ONLINE" (If at any point, you cannot validate your identity – for example, you cannot provide financial verification information or you lack access to a mobile phone – you may not use the online Get Transcript by MAIL. You will need to use the Paper Request Form.

  • Enter the non-filer’s Social Security Number, email address, filing status, account numbers for loan or credit card associated with your name, and mobile phone associated with your name.

  • Click "Continue"

  • Select "Verification of Non-Filing Letter" and in the Tax Year field, select "2017".

  • If successfully validated, you will be able to view your IRS Verification of Non-Filing Letter.

  • Print, sign and submit the IRS Verification of Non-Filing Letter to UW; make sure to include the student’s name and W# on the letter.

  • Note: Some tax filers are unable to complete this requirement using this method. If you are unable to complete the Online Request, please select another method.

Method 2:

Paper Request Form – IRS Form 4506-T

Download IRS Form 4506-T at https://www.irs.gov/pub/irs-pdf/f4506t.pdf 

  • Complete lines 1 – 4, following the instructions on page 2 of the form.

  • Line 3: enter the non-filer's street address and zip or postal code. Use the address currently on file with the IRS.

  • Line 5 provides no- filers with the option to have their IRS Verification of Non-Filing Letter mailed directly to a third party by the IRS. If completing line 5a then complete line 5b with the student’s W number.

  • Line 7: Select the checkbox on the right hand side for Verification of Non-filing.

  • Line 9: Year or period requested field, enter "12/31/2017".

  • The non-filer must sign and date the form and enter their telephone number. Only one signature is required when requesting a joint IRS Verification of Non-Filing Letter.

  • Mail or fax the completed IRS Form 4506-T to the address (or FAX number) provided on page 2 of Form 4506-T.

  • If the 4506-T information is successfully validated, tax filers can expect to receive a paper IRS Verification of Non-Filing Letter at the address provided on their request within 5 to 10 days.

  • Sign and submit the IRS Verification of Non-Filing Letter to UW; make sure to include the student’s name and W# on the letter.

Method 3:

Complete UW's Verification of Non-Filing Form

If you have attempted method 1 or 2 above, then you may submit this form.

Method 4:

Alternate Signed Statement for Verification of Non-Filing

The following signed and dated statement including all the information listed below may be submitted if the independent student, student's spouse, or parents of the dependent student is unable to obtain the Verification of Non-Filing from the IRS or other tax authorities.

  • A signed statement certifying that the individual –

    • Attempted to obtain the Verification of Non-Filing from the IRS or other tax authorities and was unable to obtain the required documentation; and

    • Has not filed and is not required to file a 2017 income tax return, and a listing of the sources of any 2017 income earned by the individual from work and the amount of income from each source; (if there was no employment income then the signed statement should state that there was no employment income) and

    • A copy of IRS Form W-2 or an equivalent document for each source of 2017 employment income received by the individual.

Note:  A dependent student who is a nontax filer is excluded from the verification requirement to provide confirmation of the dependent student’s nonfiling status from the IRS or other relevant tax authority.
