I joined the Division of Social Work (then the Department of Social Work in the College of Arts and Sciences) in 1976, two years after the department was first accredited by CSWE.

From 1973-1978 I was one of the original founders of the Wyoming Human Services Project (WHSP) and directed the project from 1975-1978. The WHSP trained students in their final year of university study (graduate and undergraduate) in multi-disciplinary teamwork theory and practice focusing on ameliorating the "people problems" occurring in Wyoming's "boom towns" created by energy booms. Those students then competed for full-time, paid positions on human services teams working in the state's rapidly growing communities. I accompanied the first such team to Gillette in 1975 and directed its operation for two years. A second community-based team was established in Wheatland in 1976. Subsequent teams were placed in other Wyoming boom towns until the project ended in 1980.

In 1978 I was asked by the University to direct UW's newly established upper-division branch campus in Casper and remained as that program's dean until 1986 when I returned to the classroom in Laramie teaching all the social work policy, macro methods and research courses for the department.

In 1994 I established the Wyoming INstitute for Disabilities (WIND) and became its first Director, a position I still hold.

Over the years, I have been the principal investigator for many different projects and have been awarded more than $15,000,000 in grant funding.

Research interests include social policy analysis, disability issues (particularly developmental disabilities), social justice and discrimination
