Gruver Joins UW to Work with Legislature; Massie to Retire

A longtime attorney and administrator in the Wyoming Legislative Service Office (LSO) has joined the University of Wyoming as a special adviser to the president for external relations.

Dave Gruver, who retired earlier this year from LSO, will participate in UW’s interactions with the Wyoming Legislature, among other tasks. Many of those duties have been handled by UW Director of Governmental Relations Mike Massie, who will retire in early January.

“It’s great to have someone of Dave’s stature and experience join the university’s effort to continue improving our relationship with lawmakers,” UW President Dick McGinity says. “I’m grateful for Mike’s diligent efforts in that area, and I wish him the very best in his retirement.”

Gruver, who received his bachelor’s degree from Kent State University in 1979, graduated from the UW College of Law in 1985. For the past 25 years, until he retired from the position earlier this year, he has provided legal counsel for LSO, also serving as assistant director. Before joining that agency, he was an assistant attorney general and a senior assistant attorney general in the Wyoming Attorney General’s Office.

Massie, who represented Albany County in the Legislature from 1995-2010, has worked as UW’s director of governmental relations and as special assistant to the president for external affairs for the past three and a half years. His career also included eight years as executive director of Child Development Services of Wyoming; serving as director of the Community Services Division at UW's Wyoming Institute for Disabilities from 1999-2003; and serving as assistant director of the Wyoming Council for the Humanities from 1990-99. From 1991-2003, he taught credit courses as an adjunct instructor in the UW Department of History.
