Preschool Survey Part B
Summary
The Preschool Survey Part B is a one-hundred and ten question survey designed to understand children’s and parent’s needs, concerns, and satisfaction with the fourteen regional developmental preschools throughout Wyoming. Demographics of county, race, and age are reviewed below:

Results
Two thousand twenty (2020) parents were surveyed across the state of Wyoming. Three hundred and five (305) parents returned surveys for a 15% participation rate in the Preschool Survey Part B.
Given the instructions provided, questions left blank by the parents were counted as “does not apply” and were not analyzed in the overall percentages for each specific question. Therefore, question totals may not always be 305 but some number less than that amount.
Parents were asked to answer the question by how much they agree or disagree with each of the following statements (1=Very strongly agree, 2=Strongly agree, 3=Agree, 4=Disagree, 5=Strongly disagree, 6=Very strongly disagree). Each questions is listed in order with the survey, the results are provided in graph form below:
Developing the Individualized Education Plan (IEP)
1. IEP meetings are scheduled at a time and place that are convenient for me

2. I was offered the services of an interpreter or other accommodations.

3. I was asked about my child’s development during my child’s evaluation.

4. The evaluation gave a clear picture of my child’s strengths and needs.

5. I was given an opportunity to discuss the evaluation.

6. I was given all the written reports, evaluations, or information related to my child prior to the IEP meeting in order to be able to make informed decisions at the IEP meeting.

7. Everyone at the IEP meeting was introduced to me.

8. I was asked to share what I believe are my child’s strengths.

Information Exchange

Preschool Environments and Supports
1. When parents disagree with a decision of the preschool, the preschool explains what other options they have .

2. When parents disagree with the school concerning their child’s IEP, the school provides parents with training on how to resolve disagreements using processes like conciliation and mediation.

3. My child’s preschool connects families to other families that can provide information and mutual support

4. My child’s preschool connects parents to organizations that serve parents of children with disabilities

5. My child’s preschool gives parents the help they may need (such as transportation) to play an active role in their child’s education

12. Adaptive skills (depending on your child’s age, this may mean helping when getting dressed or undressed, toileting, using a communication device, etc.).

13. Health/medical (depending on your child's special needs, this may mean staying healthy, getting better when ill or injured, managing a medical condition or illness, or preventing complications from a medical condition or illness).

My son has been getting speech assistance since January 2003. He gets 20 minute sessions twice per week during academic school year. He is only beginning preschool Fall 2004. I think the people & provided services out of developmental preschool/daycare in Laramie have helped substantially. Many Questions did not apply to our situation, consequently, I left those blank.

My child made a lot of growth with the ladies at the Lovell CRC. I’m disappointed that those services will not be available in Lovell in the coming year. I’m also a little concerned about the speech pathologist providing services in the home. In some cases that may be appropriate but should not necessarily be the rule.

Due to there being no preschool in our area for 3 year old our child is receiving home services still. This is also our preference for now due to the age of our child. We are very happy with the service we’ve received this year.

My son really doesn’t have many or any “disabilities” in my opinion. He is having some speech problems, but I do not think of that as a disability. I feel he is just a little behind on speech & this is affected by his desire to speak quickly which makes it difficult to understand him. If he slows down he can speak just fine. My son Toby was in the Honeybee’s classroom in Gillette WY at the children’s developmental center. He was there for 2 ½ years. I feel that all of his teachers were great with him. I really feel that Tracey and Natalie really had an impact on his life. When it was time for him to go to his kindergarten screening they had all the work done and Natalie came in on her day off to help me go over everything with the new school. When he started he didn’t talk much, but by the time he left there he was telling stories and talking non-stop! They have a great team in that classroom. I just hope they can keep it going the same way they are now.

My husband and I have always felt very welcome at our son’s preschool. The teachers and staff are all wonderful. We have seen huge improvements in our son’s speech and social skills. Under the Part – Parent Participation – it asks the question about if I talk to my child about what learns in school if difficult for me so I end up asking other kids. Even though my child attempts all the time to tell me it is hard to understand my child. I really like how Weefolks in Hanna are helping my child. I really like it when they are teaching my child sign language they also are teaching my child’s classmates and the teachers so we can all help my child and also at the same time it helps the other children to understand what my child wants/needs/or saying. Some kids do tease my child but that child does go to time out for that behavior. I am glad that the school doesn’t do like the elementary school and tells the victim to ignore. In my opinion ignoring ridicule damages the person’s self esteem and eventually the kids that are instructed to ignore the teasing of disabilities can eventually land into more cases of the Columbine shootings, violence etc… Since the victim is basically instructed to keep their feelings to themselves and the victim will eventually explode.
*In my opinion Weefolks is a great school for kids with disabilities. They go out of their way to help each child and parent.

Everyone we have worked with has been compassionate & professional. Perhaps our concerns are a result of the developmental center being 90 miles from our home preschool. It took a long time to have our child evaluated & set up on an IEP (over 6 months) & the process was frustrating for us. Once on an IEP, service was regular & excellent. Services dropped off again in summer with minimal communication (not face to face, ore even written) as to why. We hope service resumes, but we aren’t sure.

Absaroka Head Start Preschool is the best preschool in Buffalo. I have had my children in other preschools here, but this one is by far the best one. Child Development Center Region II is doing a great job too! Please keep their budgets high & give them the money they ask for.

I have a comment relating to a question about attending training sessions relating to the needs of children with disabilities.
I have never been told about any training sessions or meetings so I cannot attend if I do not know about them.

My child loved the school/preschool. However, I was very upset with his teachers. My child started late in the school year. I asked for a schedule & never received one. One day, upon picking my child up, he sat at a table by himself. The other kids were playing; the teachers were no where around him.
The teachers knew nothing about why my child was there. They would get upset when he would try to drink out of a cup & would spill. I had to tell them he did not know how to drink from a cup.
My child is not potty-trained & on every paper I filled out, I expressed that. The school did not know that until I told them. I provided diapers, yet on 2 occasions my child came home with not diaper on.
They weren’t really sure why he was there. What disabilities he had. They finally learned it was his speech.
May husband wanted to take him out of the program, but he liked going & I thought it was good for him to be around other kids.
Overall, this program may work for others, but I will not recommend it.
They never told me if my child was doing well, I always had to ask.

My child loved going to preschool. She learned a lot. We are still having issues with physical movement but we were given a lot of activities to work on through the summer. Overall, the staff was excellent, and we look forward to u sing the same preschool next year (new child).

My child attends Stride Learning Center. Although we have been very appreciative of Stride, I am concerned that my child receives 85% of her IEP services from non-certified staff. My daughter’s preschool special education teacher has an immense case load. While I understand the need to provide economical services, I believe that Stride has committed to having the least qualified to teach teaching our hardest to teach students. Furthermore, I do not believe this will change any time in the near future under the current leadership.
I believe, without a doubt, that the people who work with my child care about and work hard to help her be successful. However, the disturbing trend to not have pace setters, or certified staff working directly (not consultation/collaboration) need to be addressed.

We are at Stride Learning Center. The staff is Great! All the teachers and therapists seem to know all the kids names & needs. Very impressive considering the number of kids they have.
I drive mine to school every day – parking stinks for drop-off and pick up with high speed traffic along Parsley Blvd.
I am disappointed that we do not have another round table discussion after the initial IEP meeting. I would have felt better with a progress meeting mid-year and end of year to discuss summer’s next year. Teachers are always receptive to talking and helping but with a dozen kids, there is not always time at drop-off and pick up.
I wish there was more budgeted to allow more kids to go to summer school, or offer the parents the option of paying for summer school.

Children in the state of Wyoming receive less services than in IA, AZ and UT which are other places we have lived. I have not felt that my child’s specific speech delay needs have been met secondary to how STRIDE provides services to this group. Thirty minutes a week has not met my child’s needs. He made more progress in AZ when he was in a classroom & receiving speech therapy. Speech therapists in this state are asked to carry too large of case loads to meet the needs of the children they serve!

My child is not severely disabled and some questions may have negative or midline or no answers because we do not have a pressing need for additional services-so may not have been told about services designed for families with children having more profound or noticeable need.

I think when children are evaluated for disabilities, the guardian/parent should be told the details (where, when, with who) prior to the evaluation, and a reminder paper sent home the same day as the evaluation with again the pertinent information.
I would also like (personally) a paper sent home every time anybody besides the teachers works with my child. Then I would continually know what was happening in the program & possibly how to continue the process at home to reinforce any learning.

Our son has been labeled with apraxia. Although he has never been tested specifically for this, apraxia is what STRIDE is treating him for.
We are pleased with STRIDE & the teachers. We feel comfortable taking him there and he has improved tremendously over the school year.
We are concerned that he does not receive services over the summer though. We feel he has regressed some. Also, We are still confused as to what apraxia is, what the future looks like for him and if he will ever have “normal speech”

My boys have not yet started preschool yet. (Sept 2004). I am concerned and skeptical about the environment at the Afton Center from multiple visits and reading IEP’s they have written. I do not feel their staff/center meets the needs of high needs children.
I am much more confident in the Thayne Center where each child has a working folder and all staff seems to try to meet their needs. They appear to have a structured day with time for the children to participate at all learning centers.

Stephanie Michaels at SVCDC-Afton is a wonderful speech therapist. My child loved her. She was an easy person to talk to. I hope she stays here forever. Thanks to her, my child tested out of his IEP in time for kindergarten.

I feel as though the Learning Center here in Lincoln County does not like traveling to LaBarge. They schedule the meetings around personal needs and do not spend an efficient amount of time with the child. They also never come on a scheduled date and time consecutively. Here in LaBarge we have only preschool and so the learning center works with the teacher, but also will “bus” other children by another parent to Kemmerer. I did not like this because my child did not feel comfortable in that situation. I also was concerned because of liability.

I have never been told about services in the community for my child or asked to attend any training sessions or advisory committees.
My child attended preschool for help with his speech and all he received was one 20-25 minute home visit for a week from the speech therapist. The occupational therapist rarely made an appointment so I expected him to do his OT at the preschool but he hardly ever showed up there.
All in all I would have to say my son’s speech did not improve very much at all due to the preschool services. Most of the work has been done by me and my family.

My child is unable to walk. He uses a walker but needs a lot of assistance. I am unhappy with the extent that he is able to participate outside at recess and in the ‘big room’ during play time. There are not many activities for him. For example, at recess, the only thing he can really do is play in the sandbox. He loves to swing & could with a special swing, but all they have are swings for regular children. He can ride a special tricycle but they only have one and it is frequently being used somewhere else. He likes to slide, but needs assistance and this is very difficult with the large student to teacher ratio.
Also, we really have to fight to get him the therapy he needs especially physical therapy. We are forced to use an additional private physical therapist which our insurance has to pay for. Also, in the summer, the physical therapist that works with him very infrequently, not even once per week sometimes. He always regresses in the summer. The therapy quality is excellent, but it is very hard to get. I feel he needs more than he is getting. We ask for more and sometimes get a little more.

I had a brief period of time, about 6 weeks, where I was having transportation difficulties. No one was very helpful or seemed interested in helping me with this problem.
My daughter’s preschool teachers were all wonderful! This program helped her tremendously and she will be entering a main stream kindergarten because of her great progress! I wish the elementary school staff was as knowledgeable and caring as the preschool teachers!

My daughter went to Mountain View School last year & she will do the same this year. If they keep it open. The two teachers she had last year were excellent. The preschool is a great thing. My daughter can do and understand a lot more.
I hope they keep the preschool going because it is a good thing. Even it there’s a small class, that is better for the kids because they get all the attention. Instead of having 18-20 students they had 9-12 and the kids liked the smaller groups and everybody gets the same attention.

I have to ‘fight’ for the bare minimum services. I love the teachers and the therapists, but the ‘higher ups’ are more of a problem as they want to give your child only the bare minimums.
Need connections with others! No opportunities to ever meet or see any other parents. Those of us who have children with disabilities feel isolated.
2 hours a day, 4 days a week is not enough time; since 30-60 minutes of that time is spent in ‘recess’ or free play.
My child is going on to kindergarten next year – I just hope that the system can change for the better for the ‘next child’.

I applaud Jan Hinz (speech therapist and the lead for the IEP team for my child. Jan has really worked to make things the best she could for the student, the parents and the other therapists. Jan is a Diamond!!

My child will start Kindergarten Fall of 2004. Her birthday falls after her starting date, so the 5th birthday questions did not work for the transition material.

My husband is Hispanic, which makes my household part Hispanic and Spanish speaking. The services that my child and family receives have never been in Spanish in written form, verbal or any other form. Even though I speak, read, write, etc… in English, this only covers me and a little part of my family’s culture. What about the other part?? I have requested the services that my child receives be done in Spanish and my family has been denied and continues to be.

Services are often provided based on what the center has available not based on an individual child’s needs. A good example of this is speech therapy. Frequency and duration is based on the therapist’s case load and schedule, not my child’s needs. I know this is not legal but me trying to tell the center to hire a new therapist or pay a competitive wage to recruit more ST’s falls on deaf ears. It has been a constant fight with the center since beginning services. Something needs to be done at the state level!!

The Child Development Center has been such a wonderful opportunity for my daughter. She has entered every day and looks forward to school each day. The speech therapy she has received has been excellent, along with all of the other exceptional learning opportunities.
Each of the staff members truly love children and it shows with every interaction. We really do appreciate this service.

I had a bit of trouble answering some of the questions. My daughter is going on 5; she doesn’t talk and is no where near ready for kindergarten. She is considered medley autistic. In our community the public school does not provide any kind of developmentally-delayed pre-school. At the one place that does my daughter is seen inconsistently by a couple of people who are trying to help her, but do not seem to have the right training. There are no other programs or support groups that I know of here. The pre-school program that I do know of is almost non-existent and is not to delayed children. My daughter spends a maximum of 1 hour a week in a preschool or therapy session (if any is even available that week). When we lived in another state a couple years ago, my son (who had similar problems) was evaluated and went to an ‘intensive’ developmentally-delayed preschool in the public school. Within weeks we saw improvement and he is now almost totally ‘normal’. My daughter has been going to her ‘progra
m’ for 2 years with barely any improvement. I thought these programs were federal law?

My child was being mistreated by the aids in his classroom. When we became aware of the situation we immediately moved him to a new class and then filed a formal complaint with the state. When it was finally investigated, the state said that because we left him at the school (just moved to a new class) nothing would be done. The aids were not reprimanded and in fact, still work at the school, still treating some students the same way. We were very disappointed with the results (of course) and the lack of concern by the state for future student’s well being.
Also, we feel the OT, PT and speech therapist are overworked, understaffed and our son could really benefit from more therapy.

I was very, very pleased with the teachers and special support staff. They are fabulous.
The administration, however, needs an over-haul. I have come up against dishonesty and manipulation. I was told my son needed further evaluation but was given no help in finding a doctor or financial assistance with the bill after we found someone to evaluate him. After having three different health officials set aside the diagnosis of autism, they continued to push it right up to his kindergarten transition meeting.

I do believe that if the preschool programs had more effort from the parents of the children that attend the schools it would make a lot more difference in the programs that help our children. We need to find ways to get the younger parents involved with their children’s schools. Our preschool does not take a very active role in my child’s IEP. The IEP was set up by a state/town agency and even though my child’s preschool teachers were involved, they did not implement the plan to its intent.
However, since the state/town agency set up the IEP he did receive therapy as needed. I feel that the preschool felt it was not their responsibility since there were others involved.
Currently, it is summer break and my child is not receiving help from the state/town nor the preschool. My child will be transitioning into kindergarten in September and already he has digressed. I feel he will be starting further behind than he should. I have not received any written documentation from the public school system since the June IEP transition meeting. Thus enforcing my thoughts of further delays in implementing his new IEP.

Overall, I feel that our preschool experience has been very helpful for my son specifically and or family in general. My son has delays in several developmental areas. I think all of these areas were addressed as completely as the preschool was able to. My son showed significant improvement when he started attending preschool four mornings a week vs. the previous two mornings a week. Because my son has these delays that present challenges in many aspects of his and our family life, I feel completely overwhelmed. I feel like I have to search, dig, ask, and beg for resources to help us. In general, the preschool and his doctor have been cooperative and helpful.
Still, I think there must be other resources and support available to us that we are not made aware of. For example…my son is not toilet trained. We have tried addressing this in many ways. He is almost six and still wears pull-ups. Although, both the preschool and his doctor knew of this problem and of my limited finances, neither informed me of the possibility of Medicaid covering the cost of the pull ups. I found out about this from another mother of a disabled child. After finding this out and bringing it up in a doctor visit, the doctor was very willing to help. I think there must me other things like this, possibly related to day/respite care that would help.
The preschool offered a 6 week course and a day workshop in ‘Love and Logic’. I found both to be extremely helpful and would recommend this be continued!!!

Overall, I have NOT been very pleased with the preschool services received in this county. My child has a serious disability and I (as well as research) believe that much more intensive therapy should be taking place. I moved here from another state, and being completely unaware of community services, etc… I was not given any information. In the other state, my child was attending preschool 5 days a week and receiving speech therapy twice a week. I had to argue with LUCDA for my child to be able to attend 4 days instead of 2 (which he does). I was told that the only speech therapy available was ½ hour twice a month as the school was short-handed. Not fair that my child should have to suffer long-term (at the end of school, still not one had been hired).
Furthermore, I have never received a report on anything done in speech (my feeling is that not much has been done).
I have an older child, with the same disability who is attending elementary school. I have been VERY pleased with the services she receives. I just feel that it is a shame that early intervention services are so minimal and that a child has to wait until age 5 to start receiving more appropriate services.
Another issue – transportation. I was told that my child could only receive busing if I could prove necessity. When I looked into the matter further, I found out my 3 year old would have to sit on a bus for 1 ½ hours (one way!). That is Ridiculous!! My opinion is that the kids with disabilities at LUCDA are not given priority in services over the Head Start Kids. In addition, I feel that class sizes are too large. I am glad, however, that my child is in a fully included setting.

Concerns: Preschool teachers do not have a degree. Believe that time dedicated to my child reflected the amount of time therapist could offer verses amount of time my child needed. (Most likely due to shortage of therapists)

My daughter was supposed to participate in preschool, provided by the Learning Center in Pinedale. This was part of her IEP and was designed to address many of her issues.
The management in Jackson decided to discontinue the preschool program last year in Pinedale. That left us with no where to turn and no options. I guess the people in Jackson just figured that my child was not ‘worth it’. She could not go to the other preschool in Pinedale because of her special needs.
The staff at the Learning Center in Pinedale has been wonderful.
