WyNETTE Overview


Fran Cadez, WyNETTE Principle Investigator, is the manager of the Office of Telemedicine in the Wyoming Department of Health.  She is also a Project Manager for the Wyoming Health Care Commission, studying issues related to identifying, defining and reporting medical errors and creating alternative systems of compensation for victims of medical error. 

Fran has a B.S. in psychology from the Pennsylvania State University, a M.S. Ed. in Early Childhood Special Education from the University of Kentucky, a M.B.A. in Health Administration from the University of Colorado and a J.D. from the University of Wyoming.  She is licensed to practice law in state and federal courts of Wyoming and Colorado.  She is a former teacher of deaf/blind children and administrator of a non-profit school for developmentally disabled preschool children.  She has been a staff attorney to the Wyoming Supreme Court, an administrative law judge and county attorney, as well as an attorney in private practice in Wyoming and Colorado.  She holds memberships in the American Telemedicine Association and the International Association of Privacy Professionals and was formerly the Privacy Officer for HIPAA implementation at the Wyoming Department of Health. 

Rex Gantenbein, WyNETTE Technical Director, is the Director of the Center for Rural Health Research and Education at the University of Wyoming.  He is a Professor of Medical Education and Public Health and an adjunct Professor of Computer Science at UW.  He is also an Affiliate Professor of Biomedical and Health Informatics in the University of Washington School of Medicine.  

Rex has a B.S. degree in mathematics from Iowa State University and an M.S. and Ph.D. in computer science from the University of Iowa.  He is a Senior Member of both the International Society for Computers and Their Applications and the Institute of Electrical and Electronic Engineers.  He also holds memberships in the Association for Computing Machinery, Sigma Xi – The Scientific Research Society, Computer Professionals for Social Responsibility, the IEEE Engineering in Medicine and Biology Society, the American Telemedicine Association, and the National Rural Health Association.

Jennifer E. Earls, Ph.D., Project Coordinator,
Barbara Robinson, RN, MS, MBA, Research Associate

Barb has degrees  from Creighton University (Bachelors in Science in Nursing),  University of Southern Mississippi (Masters in Science in Nursing), and University of Colorado, Colorado Springs (MBA).  She is a current candidate for PhD at University of Colorado Health Sciences Nursing program.  Barb has practiced nursing in a variety of clinical and academic settings, primarily in critical care, community health and psychiatric nursing. 

Bob Wolverton, Instructional Specialist, joined the WyNETTE/CRHRE partnership in August, 2005.  He is currently spearheading a database compilation project for the National Library of Medicine’s GoLocal project.  The database contains names, addresses, specialties and contact information for healthcare providers throughout Wyoming, and will be linked to the NLM’s website so that Wyoming browsers can find local practitioners who can provide service for the health issues they are looking up on the NLM website. Bob is also working on identifying sources of continuing education for health care professionals and linking Wyoming practitioners to those providers.

Bob has B.A. and M.A. degrees in philosophy from the University of Wyoming and is a doctor of education candidate in the Adult Education and Learning Technology Department in UW’s College of Education.

Anthony W. Wallace, Technical Assistant,

Tony joined the CRHRE in 2005.  Tony has Bachelors and Masters Degrees in Computer Science form the University of Wyoming.  He is a current PhD Candidate in Computer Science at the University of Wyoming with an emphasis in Health Informatics.
