Strategic Prevention Framework State Incentive Grant EvaluationThe Federal Strategic Prevention Framework State Incentive Grant (SPF SIG) provides Wyoming with $2.35 million per year to implement the strategic prevention framework at both state and community levels. The framework consists of five steps: comprehensive needs assessment, mobilization and capacity building, comprehensive strategic planning, implementation of evidence-based strategies, and evaluation. WYSAC plays an important role in each of these steps. WYSAC staffs the state epidemiological workgroup in the completion of a statewide comprehensive needs assessment, providing data analysis and reporting on that process. WYSAC also serves as the state and community evaluator for the project. This includes creating an evaluation design, tracking major indicators, data analysis, reporting, and working with Federal cross-site evaluators. The SPF SIG project builds upon the capacity built through the Federal Prevention Block Grant and 21 SIG projects. However, it also represents a shift in thinking from past prevention projects that focused primarily upon implementation of “model programs.” The SPF SIG provides funding to implement evidence-based programs, practices, and policies, and it changes the unit of analysis for prevention research from the program to the community. |
