Public Administration, Public Policy
Dr. Schuhmann is from North Carolina where he received a B.S. in Political Science and an M.P.A. from Appalachian State University. After serving as the Town Manager of Chatham, Virginia, he completed the Ph.D. in Public Administration and Policy at Virginia Tech.
Dr. Schuhmann teaches Public Budgeting and Finance, Public Policy, Administrative Law, Survey of Public Administration, and a course on the influence of literature and film on contemporary notions of government and bureaucracy. He currently sits on the editorial review board for the Journal of Public Administration Education (JPAE). His administrative career includes Director of the MPA program, Head of both the Department of Political Science and the Department of Criminal Justice, and as Associate Dean in the College of Arts and Sciences. His research and teaching focuses on issues of gender and administration, the municipal reform movement, and public policy processes. He has served as a strategic planning consultant to various state and local government agencies and has provided expert witness testimony on changes to municipal government structure.
He has received various teaching awards across the University of Wyoming including the "Hollon Award for Teaching Excellence," "Extraordinary Merit in Teaching Excellence" in the College of Arts and Sciences, and he was the 2007 recipient of the "Seibold Professorship."
He has made seven extended trips, including spending one semester on sabbatical, studying bureaucratic change in South Africa.
He has hiked large portions of the Appalachian Trail with the hopes of completing it some day.
