These models of regulatory delay will be used to estimate the economic loss to Wyoming caused by delays of necessary regulatory approvals.

The CBEA is undertaking a traditional economic contribution analysis for the state’s manufacturing sector. The contribution to the economy is measured in terms of jobs added, employee compensation, value added, total output, and tax revenue generated. The results include the direct effects of the firms, as well as the multiplier effects of business-to-business spending. The economic impacts are based on the data provided by the U.S. Bureau of Economic Analysis, Dun & Bradstreet, and IMPLAN.

The contribution to the economy is measured in terms of jobs added, employee compensation, value added, total output, and tax revenue generated. The results include the direct effects of the rural electric cooperatives, as well as the multiplier effects of business-to-business and household-to-business spending.

Economic development incentives are used to encourage activity or economic investment that might not otherwise take place. This analysis evaluates one such economic development incentive in Laramie County, Wyoming: the use of free and discounted land to facilitate job creation and retention. At the request of Cheyenne LEADS, a non-profit organization housed in Laramie County that offers this incentive, the CBEA conducted an analysis to assess the return-on-investment (ROI) of providing free and discounted land. The term ROI here differs from the traditional definition and instead focuses on fiscal revenue as the economic benefit.

This analysis will focus on the impact of operations, construction, and visitor spending. In addition, the analysis will estimate the local and state fiscal impacts of these activities.

The CBEA will examine the economic impact from visitor spending of motorcyclists traveling on off-highway routes. The project involves surveying 40,000 riders on BDR’s mailing list and then using the revealed spending patterns to model the economic impact in the following states: Arizona, California, Colorado, Idaho, Maine, Maryland, Massachusetts, Nevada, New Hampshire, New Mexico, New York, North Carolina, Pennsylvania, Utah, Vermont, Virginia, Washington, and West Virginia. In addition, the CBEA will use hypothetical visitor scenarios to model the economic impact from new routes in California, Oregon, and Wyoming.

We analyze the economic impact of Wyoming State Parks, Historic Sites and Cultural Resources (SPHSCR) from 2010 to 2019. The last economic impact analysis was conducted in 2010, analyzing data from 2009, with a value-added estimate of $47.4 million for visitation to state parks and historic sites. This report shows the impact over the last decade (2010-2019) and provides an annual snapshot from 2019. The report includes a traditional economic impact analysis, calculating the economic impact of SPHSCR by measuring the re-spending effects of non-residents coming to Wyoming to recreate within the SPHSCR system and spending money in the local economies. The report also includes an economic analysis of resident spending on state parks and historical sites, as well as an economic analysis of Wyoming’s cultural resources using U.S. Bureau of Economic Analysis data.

The CBEA is modeling the economic impact of WyoTech. This analysis will focus on the impact of WyoTech’s operations, construction, student, and visitor spending for FY 2020, FY 2025, and FY 2030. The analysis will also estimate the local/state and federal fiscal impacts of these activities.

The CBEA conducted two analyses for the Wyoming Business Council (WBC). In the first, the CBEA performed an econometric analysis of Wyoming’s economy. The study contained three types of analyses: (1) an overview of Wyoming’s economy, both historically and currently; (2) an analysis of Wyoming’s economy that controls for variation in the energy sector; and (3) correlation of Wyoming’s economy with investments made by the WBC. In the second project, the CBEA created an amenity index for 23 of the most populous cities in Wyoming to help the WBC strategically invest in community amenities. The index is composed of two parts: 1) a survey that asks individuals which amenities are most important in the decision of where to live, and 2) an inventory of outdoor and urban amenities in each of the 23 communities.

The CBEA estimated the economic impact of Pace-O-Matic electronic “games of skill” in Wyoming. The economic impact (i.e., direct, indirect and induced effects, as well as employment gains) of such games is estimated based on 2019 and 2020 revenue data, predicted out to the year 2029 using county-by-county population projections and Pace-O-Matic growth scenarios.

Laramie Jubilee Days started in 1940 and has been running for 78 years as a celebration of Wyoming statehood and our local community. The CBEA surveyed Laramie businesses across a variety of industry classifications and found that generally they indicated a positive attitude regarding Laramie Jubilee Days, both in terms of economic stimulus and community identity.

This analysis estimated the economic impacts of the NIH/INBRE funding received by the University of Wyoming over the period 2004-2017. Standard economic impact analysis is applied using regional economic expenditure multipliers. The project also highlights positive impacts from INBRE funding, such as economic diversification and human capital accumulation, which are more difficult to quantify.
