NIH Public Access Policy
What is the NIH Public Access Policy, in plain English?
A legal requirement since 2008 that any peer-reviewed article supported by NIH funding be made freely available to the public via PubMed Central, no later than 12 months after the official publication date.
What is the impact of the NIH Public Access Policy on UW Investigators and Authors?
Journal articles resulting from NIH-funded activities submitted for publication must be deposited in the publicly accessible PubMed Central within 12 months after the journal article is published. Authors submitting articles for journal publication must retain the right to make the article publicly available. The UW Research Office has provided both a UW copyright agreement letter and a UW copyright amendment to the publication agreement. Both of these documents should be sent to the publisher.
What is My NCBI, and why is a My NCBI account now required for compliance with NIH Public Access Policy?
NIH's Electronic Research Administration (eRA) Commons has partnered with the National Center for Biotechnology Information (NCBI) to simplify bibliography management, improve data quality, and ensure compliance with the NIH Public Access Policy. NCBI's personal online tool, My NCBI, offers an online portal ("My Bibliography") for users to maintain and manage a list of all types of their authored works, such as articles, presentations and books. Effective July 23, 2010, Authors and Investigators will be unable to manually input citations into eRA Commons, and must use My NCBI's "My Bibliography" tool to manage their professional bibliographies and ensure NIH compliance. The following actions are required for transition toMy NCBI:
- If not already established, UW authors and investigators must establish a My NCBI account to gain access to My Bibliography.
- My NCBI accounts must be linked to eRA Commons accounts.
- As of July 23, 2010, Authors and investigators will no longer be able to type or copy and paste citation data into eRA Commons and must enter new citations into their My NCBI accounts.
- As of October 22, eRA Commons will no longer display citations that a Principal Investigator has manually entered into eRA Commons. All citations previously entered manually into Commons will be removed from the eRA Commons system. Therefore, these citations must be added to My Bibliography so that they will continue to appear in eRA Commons and can be associated with future annual progress reports.
