DelaCastro Named UW Human Resources Director

Richard DelaCastro has been named director of the University of Wyoming Department of Human Resources.

Richard DelaCastro, a consultant with more than 25 years of experience in the profession, has been named director of the University of Wyoming Department of Human Resources effective Oct. 29. He has served as interim director since July.

“Rick has done an exceptional job and demonstrated the skills and expertise that we are seeking in a full-time director,” says Mark Collins, UW interim vice president of administrative operations. “I’m confident that he will provide the leadership that we need for this important position at UW.”

DelaCastro will lead the planning, development and administration of all aspects of human resources, including employment, compensation/classification, benefits, performance management (classified staff), employee relations and human resources information systems. He will ensure compliance with employment laws and regulatory requirements within the current emerging employment practices guidelines, Collins says.

As a consultant with the Mountain States Employers Council and HR Ventures, DelaCastro provided a full range of human resources consulting, including compensation, employee relations, career development, benefits, policy administration, performance management and staffing.

He previously served as director of human resources for the Cheyenne Regional Medical Center (2006-2008) and for the City of Fort Collins, Colo. (1999-2006). Additionally, he was an adjunct professor at both Creighton University and the University of Northern Iowa.
