New Policy on UW Construction Provides for Earlier Involvement

The University of Wyoming Board of Trustees has adopted a new policy and procedure for major UW capital construction projects, requiring more involvement of trustees, policymakers and the public throughout the project development and construction process.

The objective is to address UW’s infrastructure requirements in the most efficient and least intrusive manner possible, ensuring wise stewardship of construction dollars, and delivering new facilities that enhance the character of the university and provide for long-term use and functionality.

“The university is committed to engaging multiple constituencies -- including the Board of Trustees -- earlier in the planning process,” says Vice President for Administration Bill Mai. “Our expectation is that this will reduce the likelihood of costly design changes later in the construction process.”

The new policy and procedure applies to major projects that generally are funded in whole or in part by state legislative appropriations.

Among the highlights of the document:

-- Level 1 planning documents will be developed by planning teams including UW employees, policymakers and at least one member of the Board of Trustees.

-- The trustees’ Facilities Construction Committee will be involved throughout the process, forwarding recommendations to the full board on matters including consultant and contractor selection, building locations and state budget requests.

-- For each new building construction project or major renovation, an exterior design advisory committee will be appointed, with one member coming from each of these entities: the Board of Trustees; the Legislature; UW’s Division of Administration; the public; the UW unit that will primarily use the building; and, if private funds are involved, the UW Foundation.

-- The exterior design advisory committee will hold at least one community/public meeting to seek input on each project.

-- The design of all new or renovated buildings will be consistent with existing historic buildings on campus and incorporate elements consistent with UW’s Historic Preservation Plan.
