Definitions

Position Elimination – the process of eliminating an occupied position from a Unit or Department.  This is an umbrella term that encompasses all position types. 

Retrenchment – the process of eliminating an occupied Classified Staff position from a Unit. This term specifically applies to one type of position.  This action includes specific rights granted to the employee, as specified in the Employee Handbook. 

Position Elimination Process includes:

Write Business Justification  →  Plan and Execute Notification Meetings → Provide Post-Meeting Support

Write Business Justification

  • Justifications should include:
    • Why this action is being taken (e.g., reorganization, budget reduction, acquisition, consolidation, etc.)
    • Process or logic used to identify areas of the Unit where positions could be eliminated​
    • Process or logic used to identify specific position(s) to be eliminated​
    • Current and future organizational charts​
  • Focus on positions, not employees​
  • Should be clear to ‘disinterested third party’​
  • Requires Legal and ODEI review

Once a Business Justification has been approved, Human Resources will assist the Department in planning and executing notification meetings and providing post-meeting support
