Arley Williams, who has more than 15 years in government and university employment -- including the past seven years with the New Mexico Legislative Finance Committee -- has been hired as associate vice president for budget and institutional analysis at the University of Wyoming.
Williams' position was created from an existing job to integrate the work of the budget office, institutional analysis and central business analysis, says Douglas Vinzant, the university's vice president for administration. Those three units had previously worked independently of each other.
Williams is scheduled to begin at UW Feb. 1.
Williams' job responsibilities include, among other things:
-- short- and long-term work operations of the Budget Office and the Office of Institutional
Analysis;
-- preparing and submitting all university biennial operating budget requests in accordance
with instructions from the State Budget Office;
-- developing campus budget preparation instructions, analyzing requests and overseeing
preparation of materials for the internal operating budget; and
-- managing cost studies and analyzing financial information, leading special projects
and implementing university financial and human resource systems.
At the New Mexico Legislative Finance Committee, Williams served as a principal analyst, evaluating requests and formulating annual legislative budget, policy and management recommendations for seven universities, 17 colleges and three special schools and coordinating agency and state student financial aid programs.
Before working for the finance committee, Williams was assistant director of strategic planning and policy analysis at Arizona State University from April 2001-Jan. 2003.
Williams earned her B.S. in agricultural economics and agricultural business management (1986) and her M.S. in agricultural economics (1987) from New Mexico State University and her Ph.D (2004) from the University of Colorado-Denver.
