Below are former updates regarding Federal funding from the 47th Presidential administrations Executive orders. Information below is out of date and does not affect current grants or funding.

Notice from the Office of Management and Budget

On January 27, 2025, Acting-Director of the Office of Management and Budget Matthew J. Vaeth issued Memorandum M-25-13, which orders that Federal agencies temporarily pause all activities related to the disbursement of Federal financial assistance, and other relevant agency activities that may be implicated by recent executive orders, including, but not limited to, financial assistance for foreign aid, nongovernmental organizations, DEI, woke gender ideology, and the green new deal. This pause is to allow time for the administration to review programs and determine the best uses of the funding for those programs consistent with the law and the President’s priorities. The temporary pause will become effective on January 28, 2025, at 5:00 PM. No later than February 10, 2025, agencies shall submit to the Office of Management and Budget detailed information on any programs, projects or activities subject to this pause. Each agency must pause: (I) issuance of new awards; (II) disbursement of Federal funds under all open awards; and (III) other relevant agency actions that may be implicated by the executive orders, to the extent permissible by law, until the Office of Management and Budget has reviewed and provided guidance to your agency with respect to the information submitted. Notice from the National Aeronautics and Space Administration

On January 20, 2025, the President of the United States of America signed an Executive Order titled, “Initial Rescissions of Harmful Executive Orders and Actions”, which repeals Executive Order 14035, Diversity, Equity, Inclusion and Accessibility in the Federal Workforce”. The U.S. Office of Personnel Management (OPM) issued a memorandum, dated January 21, 2025, titled, “Initial Guidance Regarding DEIA Executive Orders” to federal agencies. To implement the E.O. requirements, OPM directed federal agencies to take immediate action to identify and terminate DEIA initiatives and programs and remove final or pending documents, directives, orders, materials, and equity plans issued in response to the now repealed Executive Order 14035, Diversity, Equity, Inclusion and Accessibility (DEIA) in the Federal Workforce (June 25, 2021). We endeavor to keep our NASA contractor and grantee community informed. As additional guidance becomes available, NASA Contracting Officers or Grant Officers will be contacting your organization to discuss necessary contract or grant modifications required to comply with the Executive Orders. To ensure efficient lines of communication are available we ask companies to actively engage with their cognizant Contracting officer or Grant Officer regarding the removal of DEIA activities as it pertains to their contract or grant award.

Notice from the Department of Energy Office of Science

The Department of Energy, under direction from Acting-Director Ingrid C. Kolb, has ordered an immediate Agency-wide review of Program and Administrative activities in accordance with the Office of Management and Budget's Memorandum M-25-13. These reviews are necessary for a comprehensive review of the Department's ongoing activities and to align these efforts with Congressional authorizations and the administrations priorities, to ensure that resources are allocated efficiently, and that the department's initiatives are in line with the statutory mission of the Department of Energy and the priorities of the administration. Furthermore, the President has issued 43 Executive Orders, Presidential Memoranda, and Proclamations, including an Executive Order entitled "Ending Radical and Wasteful Government DEI Programs and Preferencing." The Department of Energy is moving aggressively to implement this Executive Order by directing the suspension of the following activities in any loans, loan guarantees, grants, cost sharing agreements, contracts, contract awards, or any other source of Department of Energy funding:
 
  • diversity, equity, and inclusion (DEI) policies, procedures, programs, activities, and reviews involving or relating to DEI objectives and principles until further notice
  • requiring, using, or enforcing Community Benefits Plans (CBP); and
  • requiring, using, or enforcing Justice40 requirements, conditions, or principles in any loans, loan guarantees, grants, cost sharing agreements, funding opportunityannouncements, contracts, contract awards, or any other source of financial assistance.
Recipients and sub-recipients must cease any activities, including contracted activities, and stop incurring costs associated with DEI and CBP activities effective as of January 28, 2025, for all Department of Energy grants, cooperative agreements, loans, loan guarantees, cost sharing agreements, or other Department of Energy funding of any kind. Recipients are responsible for communicating and enforcing this direction with all sub-recipients and contractors. Costs incurred after the date of this letter will not be reimbursed. This letter will be incorporated into your award with the next modification. Additional guidance will be forthcoming. Recipients who have DEI and CBP activities in their awards will be contacted by their Grants Officer to initiate award modifications consistent with this Order.

Notice from the Department of Justice

On January 27, 2025 the Office of Management and Budget issued Memorandum M-25-13 Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs. This Memorandum requires that all Federal Agencies "identify and review all Federal financial assistance programs and supporting activities consistent with the President’s policies and requirements." This temporary pause is intended to provide the Administration with time to review agency programs and determine the best uses of the funding for those programs consistent with the law and the President’s priorities. Accordingly, all Department of Justice-related Automated Standard Application for Payment (ASAP) accounts will be temporarily suspended during the pause. As expressly provided in the Office of Management and Budget memorandum, the temporary pause “will become effective on January 28, 2025, at 5:00 p.m. ET.” After this deadline, Department of Justice award recipients will not be able to request a draw-down in ASAP until further notice. If a grantee attempts to draw funds in ASAP during the account suspension period. the grantee will recieve a "Error 839: no accounts found matching criteria" message and will not be able to request draw-downs.

Notice from the WY Bureau of Land Management

With the new administration, all open Notice of Funding Opportunities have been taken offline since they are aligned with the past Administration’s Priorities. As the Wyoming Bureau of Land Management awaits further guidance regarding Administration Priorities, we need to ensure the advertised opportunities are aligned with current Administration goals and priorities. Once we receive further guidance from the Department/Administration, the Notice of Funding Opportunities templates will be updated, and then new Notice of Funding Opportunities can be posted. Please bear with us as we pivot with the new administration and we will keep you informed as additional guidance is available.
