What is Phase 0/00

The Phase 0/00 is a Wyoming micro-seed award that can be used for communication with and travel to targeted federal agencies, consultants and mentor services for preparation of the Phase I/II proposal, proposal preparation and review, communications with potential customers, analyses to support test data preparation, acquisition of test data for inclusion in the Phase I/II proposal and other activities related to preparing award winning Phase I/II proposals.

Phase 0 Program

Wyoming small businesses or individuals planning to submit a Phase I to any of the eleven participating federal agencies are eligible to apply for a Phase 0. 

Proposals are due by 5:00 pm on the first of every month. Awards are generally announced two weeks after the submission date.

Clients who receive a Phase 0 select an experienced Wyoming Phase 0 mentor, a successful SBIR or STTR Principal Investigator (PI) to assist them with the application process and provide two full reviews of their Phase I proposal.

The Phase 0 Winner's Guide

The guide prepared by nationally recognized SBIR expert Mark Henry for Wyoming Phase 0 winner's was originally only provided to Phase 0 awardees. WSSI realized the information in the guide would help all Wyoming companies before their start the Phase 0 process thing about their innovation, evaluate the process, decide if the program is a good fit and get ready to write. Phase 00 Program

Similar to the Phase 0 program, the Phase 00 is a competitive contract available to Wyoming small businesses or individuals. Clients who have won a Phase I federal contract or grant are eligible to apply for a Phase 00 to assist them with Phase II proposal preparation. Phase 00 proposals are due by 5:00 pm on first of every month. Awards are generally announced two weeks after the submission deadline.
