Bio: B.A., economics, University of Kansas, 1964; J.D. (with honors), UW, 1972.  United States Navy Supply Corps, lieutenant, 1964-69.  Attorney, Palmerlee & Durrant, LLC.  Following graduation from the University of Kansas in 1964 on a Navy ROTC scholarship, Dave was commissioned in the United States Navy and served five years on active duty. In 1969 he enrolled in the University of Wyoming College of Law and graduated with honors in 1972.

 Dave is a highly qualified water lawyer with extensive water law and water resource experience. He has an in-depth understanding of both the fine details of water rights permitting, use and implementation, changes and transfers, conflicts and controversies as well as the larger water resource issues associated with state-federal issues, interstate issues and water resource planning. Another area of particular expertise and experience is purchase and sale of ranches involving large agricultural operations, high value recreational ranches and energy development ranches. The combination of water law and ranch real estate has resulted in extensive experience with natural resources, wildlife and environmental law. Dave is also experienced in civil and administrative litigation and the full range of business formation, transfer and documentation, particularly as related to water, real estate and natural resource transactions.

Dave also served on the University of Wyoming Energy Resources Council which provides policy guidance and oversight to the University of Wyoming School of Energy Resources.  Dave is rated as an “AV Preeminent” lawyer by Martindale-Hubbell.  Married to Susan, children Luke and Amy.
