Joan is a Director for PFM Asset Management, a Division of U.S. Bancorp Asset Management, Inc. Joan is responsible for assisting clients with developing and implementing investment strategies, reviewing performance, updating policies, and marketing the firm's products to prospects in Wyoming and Colorado. Prior to her work in public finance, she was engaged in public service for over 26 years. Joan was appointed by Wyoming Governor Dave Freudenthal in 2007 as the Director of the Wyoming Department of Workforce Services. Evans was reappointed by Governor Matt Mead in 2011 and served in this capacity until July of 2015. Prior to her appointment in state government, Joan led community-based education programs and worked in school finance. Joan led the merging of two state agencies in 2011 and has overseen various workforce and employment-related programs, school finance, workplace safety and adult/community education. Evans has served on multiple boards and commissions in Wyoming and held office in the National Association of State Workforce Agencies. Joan has a passion for supporting Wyoming communities to grow and thrive. Joan is a graduate of the University of Wyoming with a B.S. in Finance (1988) and an M.A. in Adult and Continuing Education (1998) along with serving on the University of Wyoming College of Business Advisory Board since April 2012. Joan was honored as a College of Education Distinguished Alumni in the fall of 2014. She and her husband Bart live in Cheyenne and enjoy spending time with family and traveling.
