Curt's Biography

In 1966 Curt Cramer joined the faculty in Department of Economics where he was a professor and administrator until 2004.  He received a Ph.D. in economics from the University of Maryland and spent several years at the University of Houston before coming to Wyoming. Curt distinguished himself as an outstanding teacher and student advisor, helping to build the Department’s enrollment and to guide numerous undergraduate students toward successful careers in economics. He also developed a Master’s Degree program in Regulatory Economics, training students in the complexities of the natural gas, electric utility and telecommunications industries. During his time the MS program placed 100% of its graduates in rewarding careers either in these industries or in state and federal regulatory agencies.

Curt’s research focused on regulated industries, and his papers were published in journals such as Land Economics, American Economic Review and the Review of Industrial Economics. He held professional positions outside Wyoming serving as the Chair of the Transportation and Public Utility Group of the American Economic Association, and on the boards of the Public Utility Center at New Mexico State University and the National Regulatory Research Institute. In 1989, Curt along with colleague John Tschirhart, created the Public Utility Research and Training Institute. The Institute published PURTI Research Summaries that summarized current economic research in regulation, and it was subscribed to by 49 State Public Utility Commissions and numerous firms in regulated industries. The Institute also taught regulatory courses to utility executives and public service commission analysts both on campus and at locations across Western States.

Curt became the Chair of the Economics Department in 1985 and continued in the position for the following six productive years. Following a very brief retirement, he was called back in 2008 to become the Associate Dean of the College of Business. As a teacher, researcher, director and administrator, Curt made invaluable contributions to the University of Wyoming, all the while being a very good-natured and supportive colleague.
