Interstate Water Compacts

Water apportionment compacts, authorized by the U.S. Constitution’s Compact Clause, are critical for managing scarce water resources across state lines in the West. These agreements vary in structure, both apportionment and governance, and generally exclude tribal nations and their water rights. As climate change heightens water challenges, more adaptive and inclusive compacts may be needed.
