The School of Energy Resources (SER) welcomed Seth Felbeck to the Center for Energy Regulation and Policy Analysis research team as an assistant research professional.

A native of Buffalo, Wyo., Felbeck earned dual degrees in Economics and Philosophy from the University of Wyoming in 2024, followed by a Master of Business Administration in 2026.

Growing up with a father who operates a reclamation business, he developed an early familiarity with the energy sector, making his transition into energy economics a natural evolution. As a result, he also earned an Energy Business Certificate, providing specialized expertise within the industry.

During his education, he gained valuable practical experience through a three-year internship with the Wyoming Taxpayers Association, where he conducted policy research, comparative studies on Wyoming’s revenues and expenditures compared to the other states, and also worked on the second iteration of The Cowboy Family, a dashboard that allows users to input the variables of their household to understand Wyoming’s tax structure for their unique situation.

Additionally, Felbeck interned with CERPA, where he worked on research comparing severance ad valorum and corporate income tax for energy-producing states. In his new role, he will continue that work, which will ultimately result in a white paper publication resource.

“I am very excited to be at SER and doing work at the intersection of energy, economics, and policy,” says Felbeck. “Economics allows us to see how people, money, and policy function together, and I see policy as the ultimate space to make an impact, using evidence-based education to counter misinformation and guide meaningful debates on values. The cutting-edge research being done here is incredibly vital, and I am deeply passionate about bridging the gap between this data and public education.”

Felbeck will also be taking over the monthly Consolidated Review of Energy in Wyoming (CREW) Reports, summarizing key takeaways from current economic indicators and providing an overview of Wyoming’s energy sectors.

“We are absolutely thrilled to welcome Seth Felbeck to the CERPA team here at the School of Energy Resources,” says Matt Fry, director of CERPA. “Seth’s unique background and specialized expertise in energy economics make him a perfect fit for our mission. We can’t wait to see the fresh perspectives and energy he brings to our upcoming research and stakeholder outreach initiatives.”
