Thomas “Tom” Alva Lockhart was born in 1963 in Casper, Wyo. After graduation from Stevens High School in South Dakota, he attended the University of Wyoming where he obtained his B.S. in Electrical Engineering with a minor in Computer Science. Lockhart began his civil service career with the Air Force in 1987 as a journeyman engineer. During his Air Force career, he served as Chief of Engineering, Acquisition Program Manager, Financial Manager, Group Director, and Deputy Director at numerous air bases including a civilian deployment to Bagdad. He continues to serve the engineering community providing guidance and instruction by donating his time as guest lecturer around the world. He is local chapter President and founding member of the International Council on System Engineering (INCOSE). He now resides in Dayton, Ohio with his wife, Jennifer.
