Constitution and Amendments

Ratified November 2nd, 2005

Article 1: Name

The name of this chapter shall be the Wyoming Student Chapter of the American Society of Civil Engineers.

Article 2: Object

The object of the chapter shall be to afford an opportunity for the members of Civil Engineering classes to become acquainted, to promote a spirit of congeniality among them, to acquaint them with the topics of interest to Civil Engineering Students through addresses by competent speakers and to foster the development of professional spirit.

Article 3: Membership

Membership of this chapter shall be open to any student enrolled in the Department of Civil and Architectural Engineering or in the College of Engineering who has paid his/her dues.

Article 4: Dues

Annual dues for this chapter will be as follows:

Membership dues will be payable in one of two cycles to November 1st to October 31st or February 28th to February 27th.

Membership Rates:

  • Graduate Student: $15.00 per Year
  • Senior: $15.00 per Year
  • Junior: $10.00 per Year
  • Sophomore: $5.00 per Year
  • Freshman: FREE

Article 5: Officers

Section 1: The officers of this chapter shall be a President, a Vice President, a Secretary, a Treasurer, two Joint Engineering Council Representatives and a Webmaster. 

Section 2: Officers shall be active members of the chapter.

Section 3:  Elections shall take place during the first meeting in November.  The officers shall be elected from the nominations made at the election meeting.  Officers shall be elected by show of hands from the dues paying members at the meeting. The new officers will take on titles of President-elect etc. at that time and will, from that point on attend all chapter functions along with the active officers.  The active officers will turn over their offices to the officers-elect at the first chapter meeting in January.

Article 6: Officers’ Duties

Section 1: The officers shall hold at least two planning meetings per month. Meeting times and dates shall be set up on a semester basis to accommodate the schedules of the Officers and Faculty Advisor.

Section 2: The President or his/her designated substitute shall reside at all meetings of the chapter and shall perform such other duties as are incumbent of such an office. He/She will also keep and maintain the president’s notebook.

Section 3: The Vice President shall assist the President and shall assume the duties of the President when the President is in any way unable to discharge the duties of his/her office.  He/She shall make contacts with prospective speakers and arrange dates with the President. The Vice President shall also maintain a list of contact information for speakers past and present.

Section 4: The Secretary shall keep a record of all activities of the chapter and shall attend to notification of all meetings.  He/She shall also keep and maintain the ASCE student account, secretary notebook and email distribution list. The Secretary, with the support of past and present officers, shall prepare and submit the annual report of the chapter to the National ASCE Chapter.

Section 5: The Treasurer shall take charge of all funds belonging to the chapter, shall be responsible for their proper disbursement and shall be prepared to render an accurate account at each meeting.  He/She shall also keep role for all members of the chapter.  The fiscal year of the chapter shall end on Dec. 31.

Section 6: The Webmaster shall maintain and keep current the chapter webpage. He/She shall come to all planning meetings to keep aware of what is happening with the chapter. The webpage consists of, but is not limited to, an overview page, officers’ page, business page, events page, conference page and membership page.

Section 7: Joint Engineering Council Representatives shall go to all JEC meetings and represent the interest of the Wyoming Student Chapter of the American Society of Civil Engineers. They shall also report on the activities of the JEC at the planning meetings and regular meetings.

Article 7: Regular Meetings

The chapter shall hold at least twelve meetings per year. Meeting times and dates shall be set on a semester basis.

Article 8: Amendments

An amendment to the Constitution may be proposed by the reading of the proposed amendment at two consecutive regular meetings.  There must be a three-fourths favorable vote of those dues paying members at the second meeting for adoption.
