Course Overview: This experiential class will cover fundamental legal issues of local government law. Students will learn how local governments – cities and counties – operate within a state and federal framework. Issues covered include: (1) formation of local governments; (2) change in boundaries and cooperation across boundaries; (3) regulation of conduct; (4) provision of services/ infrastructure and (5) generation of revenues. Examples to illustrate key concepts will be drawn from Wyoming, Colorado, Utah and New Mexico.
Course Materials: Rather than a casebook, weekly readings will include cases and articles provided
by the professor.
Course Format: The class will meet twice each week. Students will have the opportunity to work
on projects directly with city and county attorneys across the Rocky Mountain west.
Written Assignments:
Type of Exam: Assessment for the class will be based on class participation and project work product.
Basis for Grading Student Performance: Students will spend 150 hours on the class. The total will include time in class
as well as time logged working on projects outside of class.
