Phase 0/00 Helpful Links and Information

The Phase 0/00 is a Wyoming micro-seed award that can be used for:

  • communication with and travel to targeted federal agencies,
  • consultants and mentor services for preparation of the Phase I/II proposal,
  • proposal preparation and review,
  • communications with potential customers and development of a commercialization strategy,
  • analyses to support test data preparation,
  • acquisition of test data for inclusion in the Phase I/II proposal,
  • and other activities related to preparing award winning Phase I/II proposals.

Wyoming small businesses or individuals planning to submit a Phase I to any of the eleven participating federal agencies are eligible to apply for a Phase 0. 

Proposals are due by 5:00 pm on the first and 15th of every month. Awards are generally announced two weeks after the submission date

The following document is a template for use in preparing the SBIR/STTR Phase 0 proposals.  You will need to be a Wyoming SBDC Network client to apply for Phase 0/00 funding. Feel free to fill in the template itself or use the template as a guideline or checklist.

Similar to the Phase 0 program, the Phase 00 is a competitive contract available to Wyoming small businesses who are owned and operated by Wyoming residents. Phase 00 proposals are due by 5:00 pm on first and 15th of every month. Awards are generally announced two weeks after the submission deadline. The Online Tutorials features courses designed to help interested parties learn more about the Small Business Innovation Research (SBIR) and the Small Business Technology Transfer (STTR) programs. From learning the nuances of each agency’s programs to figuring out how to calculate indirect rates, the Online Tutorials covers all of the bases within the application process for federal funding. While some tutorials are ad and can be helpful to the novice, others are tailored to more seasoned SBIR/STTR awardees. Please see the Tools section within each tutorial for additional resources and be sure to take the short quiz at the end to ensure you’ve fully mastered the course.
