CMS Exemption Procedure

Websites which are used to conduct University business and activities must be hosted within the University’s CMS unless an exemption has been granted by the Exemption Review Team.  Requests for exemptions are not required for personal pages or those that do not relate to University programs, services or activities.

Procedure for Request for Exemption to Host University Website Outside of CMS

 

Requests for exemption from hosting a University website outside of the University’s designated CMS system can be initiated through emailing webhelp@uwyo.edu.  The request should include detailed information about the proposed website and what platform will be used (including whether the requestor intends to enter into a contract with a third-party to host the website). The request will be then reviewed by the University designated exemption review team, will include representatives from Institutional Marketing, Information Technology, the ADA Coordinator team, and the responsible Vice President or Director for the unit or individual requesting the exemption.

The Exemption Review Team may consider a number of factors in the approval process, some of which include:

  • Standalone faculty sites, or research, etc. with information that cannot be displayed through their respective department’s CMS site
  • Complex SQL database functions that cannot be embedded via an iFrame or embedded HTML code supported through the CMS Assets source code editor
  • ECommerce functionality that accept monetary payment for the exchange of goods or services;
  • Sites that require the special compliance certifications such as HIPAA, PCI DSS,  etc., to conduct their website business and
  • Site information that is not owned or maintained by full-time employees of the university or current/tenured faculty members representing university information that is conducted on or through campus or university-sponsored resources.

If approval is received, the college/unit/department/individual employee that receives the exemption must register their website on the inventory within the website registry designated by the University and notify the Information Technology office if the website is removed or no longer in use.  This must be certified on an annual basis.  Students are not eligible to create or maintain standalone CMS website without full departmental sponsorship and a full-time University employee as the primary site editor.  Websites outside the CMS must still meet the minimal technical requirements of the WCAG 2.1.  The University may provide resources and/or include other conditions for approval of exempted websites.
