Reorganization Information

for Students, Staff, and Faculty


Academic Personnel

  • Department review continues according to normal department protocols and policies.

  • College level review will be completed by the dean and committee in the new college.

  • Academic Affairs will work with Interfolio and IT to ensure the org tree is updated and data feeds are accurate.

  • Implications:
  • College T & P committees must be updated with new departments in bylaws and in procedural documents.
  • Timing of department and college reviews may need to be adjusted to accommodate the increase or decrease in case files associated with the reorganization.
  • Faculty should continue updating WyoVita and new college specific vitae template should be used for faculty review.
  • Departments must check with new college to determine if there are any college-specific documents for the case file.
  • Colleges that have college-level expectations must work with new departments to develop a transition plan for aligning expectations.
  • Contact Academic Affairs at facultyaffairs@uwyo.edu for assistance with WyoVita.
  • All department matters involving faculty will be channeled through the new Dean’s office.
    • Academic Affairs will notify HR, EORR, and General Council
  • Personnel matters that involve faculty and staff will be channeled through the new Dean’s Office, which will work with the Dean of Arts & Sciences for collaborative solutions.
  • New deans will collaborate with the Dean of A&S to approve faculty leaves, hiring, compensation [including supplemental pay], new positions, and position changes, and flexible and remote work requests.
  • Impacted departments will direct retention requests to the Dean of the new college, who will work with the Dean of Arts & Sciences to prepare the request.
  • Academic Affairs will assist in determining budget allocations for retention offers.
  • Retention requests will be submitted to the Provost by the new dean and retention offer letters will be signed by the new dean.
  • Where possible, retention packages should go not go into effect until the beginning of Academic Year 2023-24 for faculty on academic year appointments.
  • Funding for vacant positions in all colleges will be captured by Academic Affairs and reallocated through CPM.
    • Academic Affairs will invite deans to submit priority requests for FY24 CPM in early fall semester.  New colleges should check with the Dean of A&S to confirm any commitments made for prioritizing positions in the departments moving to the new college.
  • Spousal/domestic partner accommodation requests will be submitted to the Provost by the new dean.
  • Due to the number of possible unintended consequences if changed, the Dean of A&S will remain the impacted department heads’ supervisors in HCM.
    • This will not impact annual reviews of department heads, which will be completed in WyoFolio by the NEW dean.
  • However, new deans will collaborate with the Dean of A&S to approve faculty leaves, hiring, compensation [including supplemental pay], new positions, and position changes, flexible and remote work.
  • Internal process for this collaboration will be determined by the impacted deans.

Staffing

  • Current staffing structure in the College of Arts & Sciences will be used to support all departments impacted by the reorganization.
  • No staff position will be moved to new colleges until university-wide staffing analysis and compensation study and implementation plan have been completed.
    • Funding for positions that ultimately move will be adjusted in FY24 budgets.

Student Support and Services

New colleges will provide student support and services in AY22-23, including,

  • Advising:
    • Academic Affairs (VP Undergraduate Education) has worked with the Associate Deans/Advising Managers to finalize details on advising handovers to new colleges for impacted students, including communication plan for informing students of changes (VP Enrollment Management). 
    • Office of the Registrar is working to move students impacted by the FY23 changes in Banner by Mid-September.  This information will then automatically flow to Navigate. Student data will then flow to integrated systems automatically after that.  If any college/academic unit has concerns about 3rd party systems who use student data, please contact Jen Chavez (jchavez@uwyo.edu or 307-766-4874).
    • Enrollment Management/Data Governance/IT et al will finalize plans for the work that needs to be done in early spring of 2023 to ensure all FY24 changes are in place in Banner for registration of the Fall 2023 term and will coordinate how those changes will impact all of the 3rd party systems that consume Banner data.

  • Academic dishonesty and grade appeals:
    • Students will use processes in their new colleges, with latitude to choose to use previous college process in exigent circumstances.
    • Academic Affairs has notified the Dean of Students of changes in reporting lines. 

  • GTA Allocations:
    • The School of Graduate Education has worked with departments and colleges to ensure that current GTA allocations are preserved.

 

  • Exception - Onboarding:
    • All onboarding activities in AY22-23, including Saddle Up, will be associated with the current college (e.g., LIFE and physical sciences students will remain assigned to the A&S Saddle Up camp). 
    • In AY23-24, students in impacted majors will be onboarded in their new colleges

Financial Operations

Department and program budgets in impacted programs will be managed by the College of Arts & Sciences during this transition.
  • Impacted colleges will collaborate on budget matters.
  • Cost approvers will remain in the College of Arts & Sciences until staffing analysis and implementation plan is completed and alternative workflow is determined, no later than July 1, 2023.
  • In order to facilitate coordination between colleges, Academic Affairs and the Budget Office will review expenditures on a quarterly basis.
  • The Budget Office in coordination with Academic Affairs will identify an unrestricted operating base budget (excluding salaries, wages and benefits) for each department changing colleges to be used as the starting point for building the FY2024 operating budget.
  • The Budget Office will schedule meetings in October with each College to review org structure and implement requested changes prior to the budget system opening December 5th 2022.
  • FY24 org changes in WyoCloud are scheduled to be completed July 1, 2023.

ORED and OSP Processes

  • Office of Research & Economic Development and Office of Sponsored Programs are examining processes that will need to be adjusted, including flow of indirect costs and implementation of multi-year start-up packages. More info forthcoming.

Workflow in Online Systems

  • Specific units whose processes involve non-online workflow (e.g., General Counsel, EORR, Dean of Students) have been notified of changes

Marketing and communications, Commencement Ceremony, Website

  • Any materials received or currently ordered with ‘old’ name (e.g., printed materials, swag, etc.) will continue to be used during AY22-23.
  • Institutional Marketing will work with impacted colleges to map out short-, mid-, and long-range plans for transitioning materials and communications (e.g., websites, newsletters, logos, social media, etc.) from old to new names.  It is expected that new college names will appear on all materials no later than July 1, 2023.
  • Impacted colleges may work with Operations for new signage.
