Dr. David M. Bagley serves as Vice Provost for Faculty Affairs and is a Professor in the Department of Chemical and Biomedical Engineering. As Vice Provost, David provides support to the outstanding faculty at the University of Wyoming as they progress through their careers by overseeing the reappointment, tenure and promotion processes, the annual performance review process, and numerous other administrative processes required for faculty success. This includes coordinating with the Faculty Senate Reappointment, Tenure and Promotion Committee as the committee conducts it work. Additionally, David works with faculty and other university stakeholders to remove barriers to faculty success by reviewing and continually improving regulations, policies, and procedures that govern university operations that directly and indirectly impact faculty.

 

David completed his B.S. in Chemical and Petroleum Refining Engineering in 1984 from the Colorado School of Mines. After working at The Procter and Gamble Company for three years, developing softer and stronger toilet paper, he obtained his M.S. (1989) and Ph.D. (1993) in Environmental Engineering from Cornell University. David then worked as an environmental engineer with CH2M Hill Inc. In 1994 he started his 30+ year career in academia as an Assistant Professor in the Department of Civil Engineering at the University of Toronto. In 2005, David joined the University of Wyoming (UW) as an Associate Professor in the Department of Civil and Architectural Engineering and was appointed Head of that department in August 2007, a position he held through December 2010. In July 2008 David was promoted to Professor and in January 2011, David was appointed Head of the Department of Chemical and Petroleum Engineering, a position he held through March 2015. Prior to his appointment as Vice Provost, David served as Associate Dean of Graduate Education for the College of Engineering and Physical Sciences (July 2020 - December 2024).

 

David is a licensed professional engineer (P.E.) in the states of Florida and Wyoming. In 1991, he was awarded a U.S. Army Commendation Medal for service during Operation Desert Storm in Southwest Asia. David received the Harrison Prescott Eddy Medal in 2000 from the Water Environment Federation for his research in sustainable wastewater treatment and he was selected as an Honoray Marshal for the December 2018 UW Commencement.
