Floyd A. Bishop's nominators agree on one key point: he is the authority on Western Water Resources. In 1995, former Wyoming Governor Clifford Hansen wrote that in 1963 he had "persuaded Floyd to abandon a private engineering practice, which was more financially rewarding, in order to serve his state." He was so successful as State Engineer and so well respected by governors and engineers of the other western states, that Governor Stan Hathaway reappointed Bishop to another six-year term. From 1975-1985, he was a principal in Banner and Associates, Inc., Consulting Engineers and Architects, Wyoming's largest engineering firm at the time.
His "retirement" left him busier than ever, in his role as a leading consulting engineer on western water rights and water law. During his truly illustrious career, Bishop guided Wyoming's water development and regulation through some very difficult times. His professional activities include membership on the Wyoming State Board of Control, State Board of Examining Engineers, Weather Modification Board, Wyoming Natural Resources Board, State Conservation Commission, Interdepartmental Water Conference, Pacific Northwest River Basin Commission, Missouri River Basin Commission, and Upper Colorado River Commission. He served as Wyoming's Designated Representative in interstate water matters, including administration and negotiation of compacts. At one point in his career, Bishop was the chairman of the Committee on Water Law for the American Society of Civil Engineers (ASCE). Bishop has been a Registered Professional Engineer and Land Surveyor in Wyoming for 56 years.
