In this role he is responsible for guiding the Center's strategic vision and overall operations. As WyGISC Director he serves on the State of Wyoming Governor's GIS Advisory Board and is active in the University Consortium for Geographic Information Science (UCGIS). His teaching and research interests range from land-use and environmental planning to spatial data infrastructure management and place-based planning support systems. Jeff received his PhD in Geography from the University of Colorado-Boulder, where he studied the use of information and communication technologies (ICT) in rural community land-use planning. He is a member of the American Institute of Certified Planners (AICP) and holds the designation of GIS Professional (GISP) by the GIS Certification Institute. A 2011 graduate of Leadership Wyoming, Jeff is an avid fly-fisher and day-hiker, and has recently re-discovered recreational tennis. Beth McMillanGIST Program Director | WyGISC Room 308, Agriculture C Beth McMillanGIST Program Director | WyGISCOffice: Room 308, Agriculture C Beth McMillan joined the Wyoming Geographic Information Science Center (WyGISC) as director for academic programs in 2022. She is responsible for the operation and growth of WyGISC's interdisciplinary undergraduate and graduate programs in Geospatial Information Science and Technology (GIST). Prior to joining the University of Wyoming, she was a faculty member at University of Arkansas at Little Rock where she served as chairperson in the Department of Earth Sciences and as developer and coordinator of their graduate Geospatial Technology certificate program. She has taught GIS and Remote Sensing courses to graduate and undergraduate students for 18 years. Beth received her BA in Geology from Colorado College, MS in Environmental Science
and Engineering from Colorado School of Mines and PhD in Geology from the University
of Wyoming. Her research interests focus on the interaction between external and internal
Earth processes and how these shape land-forms. Her dissertation was on the late Cenozoic
landscape evolution of the Rocky Mountains which was inspired by remnant land-forms
in the basins and ranges of Wyoming. Beth has been with UW for ten years, most recently as the Business Manager of Wyoming Geographic Information Science Center. Her primary focus has been on managing, directing, and supervising business operations, including all personnel and financial activities. Prior to coming to UW, Beth was the office manager for a family-owned financial planning office in Denver. His primary responsibilities include assisting with administrative logistics and financial reporting for the school. He also focuses on using technology to increase productivity and organization. Tom has a diverse background as a former financial services representative and a graduate of a software development bootcamp. Outside of work he enjoys adventuring outdoors, working on software projects, and finding fun new things to cook. |
Shannon AlbekeSenior Research Scientist | WyGISC Room 323, Agriculture C Shannon AlbekeSenior Research Scientist | WyGISCOffice: Room 323, Agriculture C Dr. Shannon Albeke has been part of WyGISC since 2010 and is a Senior Research Scientist and Faculty member. His primary research focuses around applied GIS, programming and statistics. As such, he provides research support for faculty and graduate students within the Program in Ecology as well as many other departments and programs within UW. His teaching centers on database management and applied GIS methods using primarily open source software. Shannon earned a B.A. in Environmental Sciences with minors in Geography and Geology in 1997 from the University of Colorado - Boulder. He then began an 8-year career as an Aquatic Habitat Biologist for the Colorado Division of Wildlife, and by necessity, learned how to be a GeoSpatial Data Scientist. In 2006, he resigned from CDOW to become a PhD student at the University of Georgia where he worked on Coastal River Otters in Prince William Sound, AK, earning his PhD in 2010. Margo BerendsenGeospatial Analyst | WyGISC Room 306, Agriculture C Margo BerendsenGeospatial Analyst | WyGISCOffice: Room 306, Agriculture C Margo Berendsen is a GIS analyst, educator, and research scientist at the University of Wyoming. She teaches courses on Geospatial Foundations, Spatial Data Visualization, and works on various research projects and GIS analysis projects. She co-authored the Wyoming Student Atlas, a publication that has been distributed to all Wyoming elementary and middle schools, and developed the Atlas into a series of standards-based interactive story maps as another K-12 education resource. She is currently working on an NSF study on how learning with GIS improves spatial thinking. Margo received her MA in Geography from the State University of New York at Buffalo and holds a GISP from the GIS Certification Institute. She is a member of the American Association of Geographers, the Wyoming Geographic Alliance, and Women in GIS. She is an avid reader and loves hiking and riding horses in the mountains with family and friends. Paddington HodzaSenior Research Scientist | WyGISC Room 308, Agriculture C Paddington HodzaSenior Research Scientist | WyGISCOffice: Room 308, Agriculture C Paddington Hodza is a Senior Research Scientist at WyGISC. He is a native of Zimbabwe
where he completed BSc Surveying and MSc Land and Geographic Information Systems at
the University of Zimbabwe. Paddington worked for World Wide Fund for Nature and Environment
and Remote Sensing Institute before moving to the U.S. in 2002 to pursue a PhD in
Geography at West Virginia University. He joined University of Colorado, Colorado
Springs in 2007 where he directed the GIScience Certificate program for which he led
the development. He is a certified GIS Professional, licensed FAA Drone Pilot, recipient
of Carnegie African Diaspora Fellowship and Leadership Wyoming alumnus. He was elected
to the UCGIS Board of Directors for a 3-year term beginning in 2019 and serves on
UCGIS Education Committee and University of Wyoming Faculty Senate. His current research
interests include UAS, multi-modal GIS education, positivity GIS, immersive geo-visualization
and spatial data science. Austin MadsonAssistant Professor | WyGISC Room 329, Agriculture C Austin MadsonAssistant Professor | WyGISCOffice: Room 329, Agriculture C Austin Madson is an assistant professor at WyGISC. He received his PhD from UCLA in
the Department of Geography in 2020 and leads classes in Remote Sensing (RS) and UAVs
within the WyGISC GIST framework. He is a physical geographer with research interests
within the Earth and geoscience realms. In particular, Austin utilizes advanced RS
techniques (insar, lidar, optical) along with computational modeling and field instrumentation
to study hydrologic and geo-morphologic changes. Ramesh SivanpillaiInstructional Professor | WyGISC Room 331, Agriculture C Ramesh SivanpillaiInstructional Professor | WyGISCOffice: Room 331, Agriculture C Dr. Ramesh Sivanpillai is a remote sensing scientist with the Wyoming Geographic Information Science Center at the University of Wyoming where he teaches remote sensing courses and directs the WyomingView program. He received his B. Sc Physics from PSG College of A&S, M. Sc Environmental Studies from Cochin University of S&T, M. Phil Environmental Sciences from Bharathiar University (all from India), M. S Environmental Sciences & Policy from University Wisconsin - Green Bay, and PhD Forestry from Texas A&M University. For more than 25 years he has worked on digital processing of remotely sensed data for applications forestry, range-land, agriculture, water bodies, disaster assessment, and land cover/land use studies. He has worked with several national and international agencies, and academic institutions in India, United States of America, Mexico, Mali, Nicaragua, Kazakhstan, Uzbekistan, Russia, Kenya, and Australia. He has served on the Board of Directors of AmericaView and is serving on the board of the ASPRS-RMR chapter. He serves as an associate editor in the Journal of Applied Remote Sensing (since 2008) and Frontiers of Earth Science (since 2014). Chen XuAssociate Professor | WyGISC Room 332, Agriculture C Chen XuAssociate Professor | WyGISCOffice: Room 332, Agriculture C Dr. Chen Xu is an Associate Professor in the Wyoming Geographic Information Science
Center (WyGISC). He joined the Department of Geography as an Assistant Professor in
2014 and joined WyGISC after the restructuring of the curriculum in 2019. He received
a B.S. in engineering from Sichuan University, China, in 1999, and an M.S. in computer
science from Sam Houston State University in 2005. He received his Ph.D. in Geography
from Texas A&M University, College Station in 2010. From 2010 to 2014 he worked at
George Mason University as a research scientist. |
Wendy BerelsonSenior Geospatial Project Coordinator | WyGISC Room 306, Agriculture C Wendy BerelsonSenior Geospatial Project Coordinator | WyGISCOffice: Room 306, Agriculture C Wendy Berelson is a Geospatial Project Coordinator Senior at WYGISC where she has worked for more than 20 years. Her current efforts focus on managing the development, deployment and maintenance of UW Operation's Enterprise GIS. This includes overseeing custom application deployment and working collaboratively with Real Property, Utilities Management, Space Management and other groups on campus. Wendy received her Certified GIS Professional (GISP) designation by the GIS Certification Institute in 2007 and is a member of the Wyoming Geospatial Organization (WyGEO) and Women in GIS. Wendy earned her undergraduate degree in Geology at Bucknell University in 1991. She
worked as an environmental consultant before pursuing her Masters in Geography at
UW with a focus on water resources which she completed in 1997. Wendy enjoys all types
of cycling and is an avid Nordic skier. When she's not on her bike or skis she loves
to cook and read. Nicholas CaseGeospatial Developer | WyGISC Room 326, Agriculture C Nicholas CaseGeospatial Developer | WyGISCOffice: Room 326, Agriculture C Nicholas Case has been a part of WyGISC since 2018 currently works as a Geospatial Developer. He is the development arm of the EPSCoR Micro project's Data Team and responsible for creating and maintaining the Laboratory Inventory Management System (LIMS) designed to track samples starting from the field through analyses. Additionally, Case is a teaching assistant to Dr. Shannon Albeke in the GIST department. He helps design course content, assessments, and moderates discussion boards that interface directly with students. Nicholas obtained his bachelor's degree of arts and sciences in anthropology from
San Diego State University and an associate's degree of science in geography from
San Diego Mesa College. He is currently a master's student in the GIST program focusing
on learning new methods and technologies that enable researchers and decision-makers
to glean information from data that may not be readily visible on its own. Samantha EwersGeospatial Specialist | WyGISC Room 323, Agriculture C Samantha EwersGeospatial Specialist | WyGISCOffice: Room 323, Agriculture C Samantha Ewers is a Geospatial Specialist for WyGISC. She joined WyGISC in 2014 as
a data manager for an NSF EPSCoR grant in spatial hydrology and now spatial microbial
diversity. Samantha's primary focus has been to perform data management for academic
research projects and research groups. She also assists with development and maintenance
of data management for projects and applications across WyGISC. Samantha is a member
of Women in GIS and holds a Bachelor's in Civil Engineering from North Carolina State
University. She enjoys being outside hiking and more recently gardening and is an
avid quilter. William KirkpatrickGeospatial Technician | WyGISC Room 321, Agriculture C William KirkpatrickGeospatial Technician | WyGISCOffice: Room 321, Agriculture C William Kirkpatrick has been a part of WyGISC since 2019 and is currently working as a Geospatial Technician. He was initially hired for an internship and worked on several projects underneath Shannon Albeke, including creating an R package dealing with linear referencing of spatial features and the development of an API for the website https://datacorral.uwyo.edu/. He's currently working on an application to help researchers make effective use of the University of Wyoming Archaeological Repository (UWAR). William Kirkpatrick recently graduated and obtained a bachelor's degree in Computer
Science with a certificate in cyber security. When he's not working at WyGISC he enjoys
snowboarding, going to concerts, and anything coding related. Shawn LanningGeospatial Specialist | WyGISC Room 304, Agriculture C Shawn LanningGeospatial Specialist | WyGISCOffice: Room 304, Agriculture C Shawn Lanning is a Geospatial Specialist at WyGISC. Shawn's work includes management and technical support for WyGISC server infrastructure, geospatial tool and task development/automation, and user assistance for the Wyoming Geospatial Hub. He also holds an FAA Small UAS (drone) remote pilot license and has research interests in collecting drone data for a wide variety of projects. Shawn received his master's degree from the University of Wyoming Geography Department
in 2005, where he focused on developing a pronghorn migration and habitat model that
allowed for updated user inputs to better reflect real world conditions. He holds
the designation of GIS Professional (GISP) by the GIS Certification Institute and
is a founding member of the Wyoming Geospatial Organization (WyGEO) where he served
on the board for the first seven years of the organization's existence. Shawn enjoys
hunting, fishing, anything sports related, brewing beer, and smoking/bbqing in his

Kyle MitchellGeospatial Technician | WyGISC Room 321, Agriculture C Kyle MitchellGeospatial Technician | WyGISCOffice: Room 321, Agriculture C Michelle NorthGeospatial Technician | WyGISC Room 319, Agriculture C Michelle NorthGeospatial Technician | WyGISCOffice: Room 319, Agriculture C Michelle North has been a geospatial technician at WyGISC since 2014. Projects she
has worked on include the DDCT (now OneSteppe) and the UW campus map. Additionally,
she developed a map to help consumers connect with local farms across the US. Michelle
grew up in Casper and received her BS in Geography from the University of Wyoming.
When she's not working, Michelle enjoys spending time with her husband and dogs, gardening,

Wyoming in 2015. Since then he has worked as a Data Analyst for the state of Wyoming
and an Assistant Research Scientist at the Wyoming Survey & Analysis Center. He enjoys

web projects. She joined in September of 2018 and is a University of Wyoming graduate
with a bachelor's degree in Geology. Natalie's interests include skating, computer
science, and literature. Jason WriterGeospatial Developer | WyGISC Room 326, Agriculture C Jason WriterGeospatial Developer | WyGISCOffice: Room 326, Agriculture C Jason Writer has been a WyGISC team member since 2011. Initially hired as a GIS Technician,
he developed a database and desktop application to capture range-wide Redband trout
distribution data and spent three months in the Northwest leading data entry workshops
with teams of biologists and GIS professionals. Jason has served in several roles
with the center, including Research Scientist Associate. He is currently a Geospatial
Developer, where he continues to work with natural resource managers to develop web-enabled
geospatial applications. Jason received a Bachelor of Science degree in Technology
with a minor in Computer Programming from Black Hills State University and is also
a certified Geographic Information Science Professional (GISP). |

Gabrielle AllenSpecial Assistant for Strategic Gabrielle AllenSpecial Assistant for Strategic Initiatives in the Research and Economic Development DivisionGabrielle Allen received a PhD in Physics from Cardiff University in 1993. After appointments at the Max Planck Institute for Gravitational Physics, Louisiana State University, the National Science Foundation, Skolkovo Institute of Science and Technology, and the University of Illinois Urbana-Champaign, she moved to the University of Wyoming in 2021. She is currently a Professor of Mathematics and Statistics and a Special Assistant for Strategic Initiatives in the Research and Economic Development Division. Allen's work has focused on the development and application of scientific community software, including the Cactus Framework, Einstein Toolkit, and Grid Application Toolkit. Although her work has predominantly been related to simulations of black holes, neutron stars and gravitational waves, her group's software has also been applied in fields as diverse as petroleum engineering, computational chemistry, coastal modeling, and computational fluid dynamics. The interdisciplinary nature of her research is reflected in her former faculty positions in Computer Science, Physics, Astronomy, Curriculum and Instruction, and her role as Associate Dean of Education. Dr. Allen has published over 100 refereed journals and conference papers and has been awarded the Gordon Bell Prize in Supercomputing in 2001, the IEEE International Scalable Computing Challenge in 2009, and the High Performance Bandwidth Challenge in 2002. In 2017 she was elected a Fellow of the American Physical Society. Born and raised in Denver, she has a B.S.from the University of Wyoming and a Master's of Environmental Science and Management from the Bren School at UC Santa Barbara. Beth's career with the State of Wyoming started with the Interstate Streams Division at the Wyoming State Engineer's Office. She joined the Governor's Office in 2018 and currently serves as Governor Gordon's Senior Policy Advisor for natural resources, water and environmental issues. She is married with two adorable dogs and spends most of her free time mountain biking, cross country skiing, beekeeping and playing the accordion. Robin CooleyDirector of the Wyoming Robin CooleyDirector of the Wyoming Department of Workforce ServicesIn March 2019, Governor Mark Gordon appointed Robin Sessions Cooley as Director of the Wyoming Department of Workforce Services. Ms. Cooley has also received gubernatorial appointments to the Wyoming State Board of Equalization (2015-2017) to hear and decide various mineral and property tax disputes and the Wyoming Public Service Commission (2017-2019), where she was a public utility regulator. Before that, Ms. Cooley enjoyed an 18-year career with the Wyoming Attorney General's Office beginning in the Criminal Division in 1997, writing criminal appellate briefs and litigating state and federal post-conviction cases. She later became the Deputy Attorney General of the newly-formed Human Services Division, where she represented a variety of state agencies, including the Department of Workforce Services, Department of Health, Department of Family Services, Department of Education, Community College Commission, the Department of Transportation, and various State Boards. Additionally, Ms. Cooley served as Special Counsel to Governor Mead in 2013-2014 and was in private practice in Cheyenne for five years before entering government service. Ms. Cooley has also been an adjunct professor at Laramie County Community College, where she taught Business Law I and II and legal research and writing in the paralegal program. She has also taught Public Health Law as an adjunct professor at the University of Wyoming College of Law. Ms. Cooley has three college-age children, Rafer, Madison, and Dawson. Her husband, Dan, owns an engineering business, GrizCreek Engineering, and a residential construction business, Cooley Construction, LLC. In their spare time, the entire family enjoys many outdoor activities throughout the state of Wyoming. Originally from California, she discovered her passion for geospatial science in the late 90's while working at an archaeological dig, in the Channel Islands, off the coast of Santa Barbara. She now leads a team of GIS professionals who apply their expertise to a diverse set of use cases including transportation logistics, wildlife management, flood response, school redistricting, organizational strategic planning and more. She encourages her teams -- and challenges herself -- to always embrace intellectual, analytical and leadership challenges and finds great joy in mentoring others and fostering such growth. She proudly serves on the NSGIC GeoWomen Steering Committee where she has the opportunity to promote leadership opportunities for women in geospatial science. He leads and conducts all avenues of personnel administration for Soldiers across the State of Wyoming. Previously he was the Commanding Officer and base Manager of Camp Guernsey, Wyoming. Overseeing all aspects of operations and management of over 79,000 acres of training lands supporting all types of military training to include local, state and federal agencies training. Further military positions included command and staff positions in Wyoming, Afghanistan, Alabama, Washington and Florida. Joe's previous Geographic Information Systems (GIS) civilian career entailed both private industry and state government. Profession covering GIS management, analysis, programming, and applications development. Spanning 20 years within transportation, environmental, geologic, and military industry. Former firms and agencies included Coalbed Methane Associates Inc., Wyoming Geological Survey, Lockheed Martin, URS Corporation, and Florida Department of environmental protection. Jerimiah most recently finished an eight-year stint in the office of former Governor Matt Mead, holding the positions of Director of Economic Diversification, Natural Resource Policy Director, Natural Resource Policy Advisor, and State Planning Coordinator. Before that, Rieman was Administrator and Policy and Legislative Advisor in the Wyoming Department of Workforce Services. A fifth-generation Wyoming native, Jerimiah grew up in Riverton and is a graduate of Colorado State University and leadership Wyoming. In his leisure time, he is pursuing a master of Legal Studies and has authored Wyoming Singletrack: A Mountain Bike Trail Guide. Jerimiah and his wife are the proud parents of identical twin boys. As Subject Matter Expert, Jill brings 25 years of geospatial technology, governance, and policy level experience, with substantial involvement in statewide and National SpatialData Infrastructure (NSDI). She founded and led two non-profit organizations and co-founded a privately held software company. She is a trusted advisor to multi-organizational collaboratives who plan and implement integrated geospatial infrastructure. Jill holds a Ph.D. in Resource Geography from Oregon State University. Madeleine WestDirector, Center for Public Madeleine WestDirector, Center for Public Lands at Theodore Roosevelt Conservation PartnershipMadeleine West joined the Theodore Roosevelt Conservation Partnership in January 2019. Previously, West served as assistant director for parks, wildlife, and lands at the Colorado Department of Natural Resources. In this capacity, she developed state-level policy primarily related to wildlife, outdoor recreation, state lands, and forestry issues. She also led DNR's engagement in federal policies related to sage grouse and mitigation. She had been with the agency since 2013. West has also served as wildlife program director at the Western Governors' Association, worked as a contract lobbyist, and consulted as a mediator/facilitator. West holds a master's degree in public administration from the University of Colorado Denver's School of Public Affairs and a Bachelor of Science degree in environmental and natural resource policy from Bates College. She resides in Denver, Colorado, and enjoys spending time outside with her family. |
