Case Manager Training
The Wyoming Department of Health, Home and Community Based Services (HCBS) Section
has identified the development of case manager training as a priority activity to
be implemented under recent American Rescue Plan Act (ARPA) funding. Signed into law
in March of 2021 by President Biden, the plan provides funding for states to enhance,
expand, or strengthen home and community-based services provided under state Medicaid
programs.
The HCBS Section and Wyoming Institute for Disabilities have worked with a team of
case managers to develop a Wyoming case manager person-centered planning training. The purpose of this training it to build case manager capacity and increase their
knowledge and skills, supporting the Wyoming Department of Health commitment to quality
services to Wyoming families.

Course Development Process
About the Person-Centered Planning Case Manager Training
This training incorporates evidence-based best practices and aims to improve outcomes for individuals and their families by increasing the knowledge and skills of waiver case managers in person-centered care. The training will address the five core competencies of person-centered care developed by the National Center on Advancing Person-Centered Practices and Systems (NCAPPS, 2020).
The training was developed based on identified gaps and best–practice in topics including person-centered planning, community engagement, and caseload management.

Listening Sessions
WIND hosted a community meeting in October of 2021 to get strategies and share successful approaches for the recruitment and retention of direct service providers in Wyoming.
The current difficulties in recruiting and retaining support professionals risks the ability to meet the service needs of individuals on the developmental disability waivers.
Individuals who participated in the forum included waiver clients, direct support professionals, case managers, family members, advocates, policy makers and elected officials, interested community members, and state agency administrators.
A summary of what was learned at the community meetings is available.
Training Advisory Group
The case manager advisory group began meeting in August, 2022. This group shaped the training curriculum and reviewed the final training to ensure it is relevant and beneficial. Advisory members received stipends for their participation.
State Survey
In June of 2022, a short survey was emailed to all case managers to provide input on the training topics and training modality. The survey results influenced the training topics and content.
Interviews
In June and July of 2022, WIND conducted 45–60 minute interviews with case managers, participants and family members receiving services. These interviews identified areas of strength and areas to focus content development. Case manager interviews are complete. Interviewees received stipends for their time.
Wyoming Case Manager Advisory Board and Content Development
WIND worked with a Wyoming Case Manager Advisory Board to develop a curriculum for the training. Advisory Board members provided a practical perspective to ensure the curriculum had relevance to participants. While reviewing the curriculum, the feedback provided was incorporated, and in some cases led to restructuring of the curriculum content. After curriculum revisions were incorporated from Case Manager Feedback, curriculum was sent to WY HCBS for review and feedback.
Training launch
The online asynchronous training launched July 5, 2023. It is available to all Wyoming case managers.

Click on the tile for the course that you would like to enroll in. This course is titled: WY Case Manager Training: Person Centered Planning
2. Once the page loads, then click the “Enroll” button. (Course open July 5, 2023).
3. If you already have a WyoLearn account click the “Sign in now!” link and enter your login information.
If you do not have a WyoLearn account, fill out the fields to create one.
To create your WyoLearn Account:

You will receive an e-mail invite from WyoLearn (check your spam if you do not receive one).

You will be prompted to create your login information. The login is the email address you provided. After creating your password click Register.
After you are logged in, click “Proceed to Payment.” PLEASE NOTE: This course is FREE.
4. You will return to your student dashboard in WyoLearn where you can view the courses you are enrolled in. Click on “Begin Course” to go to the course in Canvas. We encourage you to bookmark the dashboard page.
5. You will now be able to access the content of the course.
