LPA Certification

Purpose of Certification

To ensure a sub-recipient agency has a fundamental understanding of the requirements in executing state and Federal Highway Administration rules.

Requirements for Certification

The Local Public Agency (LPA) must show a certified staff member when the cooperative agreement is signed.  A certified staff member is defined as one that has taken the certification course and passed the final exam and has the ability to advise on the execution of the project.  The certified staff member may be different than the responsible charge.


Normal certification is three years.  If no significant deficiencies found it may be extended by three additional years based on a letter submitted to WYDOT.  May require recertification if enough serious deficiencies are found.

To search the certification database open the Certification PDF below.  The list is in alphabetical order depending on last name or in order of renewal date, latest renewal first.  If you would like to search for a particular city/renewal date you can use adobe's search function( CTRL-F ) and enter in the city/renewal date to easily find certified individuals.

WYDOT Materials Certification Program

These seminars will offer a specialized certification program emphasizing Wyoming DOT specifications and procedures. The certification will include classroom sessions covering topics specific to the area of emphasis. All certification sessions will include demonstrations and a review of testing procedures. The successful completion of this seminar will fulfill the testing technician certification requirements for Wyoming DOT QC/QA projects. A certification certificate for each program will be issued upon successful passing of both the written test and a performance test. Wyoming DOT QC/QA projects require testing technicians to be certified for asphalt and concrete projects.

Please note that successful completion of the Aggregate Seminar is not required in order to attend the Concrete or Asphalt Seminars.

ATSSA Flagger Certification 

WYDOT requires anyone flagging on a State route to be certified, and it's important for anyone flagging anywhere to be well trained. The certification earned by successfully completing this workshop and by passing the written and demonstration tests at the end of this workshop indicates that an individual is able to correctly perform a flagger's duties.
