Thomas A. Lockhart spent most of his career in Wyoming, retiring in 1998 as PacifiCorp/Pacific Power's Wyoming Vice President and PacifiCorp's Vice President of Engineering and Dispatching. Lockhart started as a Distribution Engineer for Pacific Power in 1960 and held several District Manager positions throughout Wyoming. He left Wyoming in 1978 for South Dakota to serve as Vice President of Engineering and Operations for Black Hills Power and Light. In 1985 he returned to Pacific Power in Portland, Oregon, as Director of Power Planning responsible for developing the company's plans for future energy contracts and generation resources.
Two years later, he was sent to Utah to help negotiate the merger of Pacific Power and Utah Power. He then returned to Portland as Vice President of Power Systems for PacifiCorp's Electric Operations where he developed many industry-leading innovative contracts for purchase and sale of wholesale power.
In 1992, Lockhart moved back to Wyoming while keeping his Corporate Officer responsibilities. In 1994 he was charged with developing and implementing the strategic directions required to profitably compete in the industry's less regulated environment. In 1996 he was given the responsibility for all the Corporations electric operations engineering.
