Paula Whaley joined the General Counsel legal staff of the University of Wyoming in 2013 as Associate General Counsel. She is currently the Deputy General Counsel.
Previously, Paula spent 13 years in Orange County, California advising a number of County agencies on various legal issues. Paula has also had a private law practice and worked as a trial attorney for a law firm representing indigent families. Paula graduated from Gonzaga School of Law in 1996 and received her bachelor of arts degree in sociology from U.C. Santa Barbara in 1991. She is admitted to practice law in California, Wyoming and the United States Supreme Court.
Paula's duties include:
Assisting with supervision of personnel in the General Counsel's office
Researching and drafting contracts/related documents involving complex areas of law and expertise
Participating in administrative hearings on behalf of the University
Acting as a liaison to outside counsel for litigation matters
Advising University departments and high level administrators on various topics, including:
Construction and real estate
The Health Insurance Portability and Accountability Act (HIPAA)
The Americans with Disabilities Act (ADA)
Contracts and regulatory compliance
