Program Review FAQs

  • In fall 2020, the Provost initiated a special program review and strategic planning analysis.  This large endeavor was made in response to budgetary considerations as well as the need for the university to adapt to and help with the state’s economic circumstances and future.  A timeline of all of these endeavors is given here.  The overall process comprises the following:

    • UW 2-13 Reviews – Round 1 (December 2020 – February 2021).  UW Regulation 2-13 governs the reorganization, consolidation or discontinuance of academic programs and units.  The Provost, in consultation with the deans, selected twenty-four programs or units for immediate 2-13 review.  The Round 1, Reg. 2-13 review process runs from December 2020 through February 2021.  A review committee comprising representatives from Academic Affairs, Faculty Senate, and ASUW will make recommendations to the Provost.  The Provost and President will take any reorganizations, consolidations or discontinuances of any of the 2-13 programs to the Board of Trustees for final approval.

    • Strategic Accelerated Reviews (December 2020 – March 2021).  Coinciding with the selection of programs to undergo initial 2-13 review, the Provost, in consultation with the deans, selected programs for Strategic Accelerated Review (see also the report template for the SAR reports).  These programs were selected for possible investment and/or for Round 2 of Reg. 2-13 Reviews (see below) for possible reorganization, consolidation or discontinuance.  At the end of January, the Provost decided to include these programs and their SAR reports in the Strategic Portfolio Review rather than a separate review process.

    • Strategic Portfolio Review (February – March 2021).  The Strategic Portfolio Review (SPR) is a review of all academic units and most Academic Affairs student services units.  Only those programs/units that have a determined outcome from the UW 2-13 Reviews – Round 1 process will be excluded from the SPR.  All other units/programs must submit a Strategic Visioning Analysis (SVA) (although Strategic Accelerated Review programs only must submit the data portion of the SVA, not the narrative/SWOT portion).  A review committee comprising representatives from Academic Affairs, Faculty Senate, and ASUW will evaluate all of the programs/units in relation to their contributions to the university’s mission, strategic plan and the President’s four pillars (digital, entrepreneurial, inclusivity, & interdisciplinary).  These evaluations will be used by the Provost and President in any decisions regarding university restructuring.  This process will likely result in selection of academic programs and units for Round 2, Reg. 2-13 Reviews (see below).

    • Strategic Scenario Planning Group (December 2020 – May 2021).  Coinciding with and contributing vision to the Strategic Portfolio Review, the Strategic Planning Group (SSP) and its subgroups will create UW’s next strategic plan.  Furthermore, the SSP will consider and make recommendations regarding any large-scale, strategic changes to UW’s structure, organization and function. 

    • UW 2-13 Reviews – Round 2 (late March – early May 2021).  Stemming from the Strategic Portfolio Review and the work of the Strategic Planning Group, the Provost will select academic units and programs for a second round of review for possible reorganization, consolidation or discontinuance under UW Regulation 2-13.

Strategic Portfolio Review/Strategic Visioning Analysis FAQ

The programs under Strategic Accelerated Review (SAR) (see here) will be reviewed as part of the Strategic Portfolio Review (SPR).  The primary unit contribution to the SPR is the Strategic Visioning Analysis report.  However, units that submitted SAR reports only need to submit the data portion of the Strategic Visioning Analysis online form.  SAR units should submit their SAR reports instead of the narrative portion of the SVA.

You should have received an email with a unique link to an online form for submission.  This form comprises a section of program data and the means for you to upload a PDF of the narrative portion of the SVA.  See the Strategic Visioning page for more information.

Only academic units (departments and divisions/schools within colleges, cross-college interdisciplinary graduate programs) and select student services units within Academic Affairs are required to submit SVA reports.  If you have any questions, please email Eric Penicka (epenicka@uwyo.edu) in the Office of Graduate Education.

The personnel FTE data that you report in the SVA must be a spring 2021 snapshot taken in January or February of 2021.  So, if this instructor is currently teaching, use the FTE given in HCM.  Do not count FTE from fall that are not present in spring 2021.  So, if your unit had a temporary lecturer who taught only in fall 2020, their FTE would not be reported in the SVA.  Furthermore, if you have an instructor who taught one class in the fall and one class in the spring, you would only report their spring FTE.

Please report the time to degree data available from the Office of Institutional Analysis.  Although the SVA document has been updated with this information, the online form has not been updated for any units who have already opened their forms.

  • Total (unique students) -- Degrees

Should I just add up the AY totals for enrollments and degrees and enter that in Section 1 of the online Strategic Visioning Analysis form?


Answer: No, please leave the Total (unique students) – Enrollments and Total (unique students) – Degrees fields blank.  They are no longer required.

Please do not enter a value for fall 2020 degrees in Section 1 of the online SVA form.  It is no longer required.

Yes, please count all scholarship products of any faculty who have a split or affiliated faculty status with your unit, even if those products are also being counted by other units.
