County Road Fund Manual
This County Road Fund Manual has been developed and is intended to serve two separate
but related purposes: primarily to serve as a reference guide for each county in its
use of
County Road Construction Funds (W.S. § 24-2-110 et. al) (400.8 Definitions) and to
serve as
a reference guide for the counties, the Wyoming Department of Transportation (WYDOT),
and the Federal Highway Administration for numerous state-funded and federally funded
transportation programs.
The County Road Construction and Maintenance Fund (CRCMF) provides for the
construction, improvement, and maintenance of county roads. The CRCMF is a
supplement to federal aid, primary and secondary road programs in each county. The
Board of County Commissioners (BOCC) is responsible for using these funds to design
and
construct, reconstruct, resurface, and maintain a county road system. These
responsibilities are best accomplished with an understanding of related duties
updated Manual Objectives:
- Establish an advisory group to provide oversight of the study
- Reorganize and update the Manual
- Separate relevant chapters into “Administrative” and “Engineering” sections
- Identify and update FHWA and WYDOT specifications, requirements, and guidelines
- Add, update, or remove outdated Wyoming statutes, US statutes, and CFRs
- Identify and update information from National and State manuals
- Incorporate safety standards such as LPA certification and other established signs for safety.
- Clarify and define ambiguous or contradictory issues from the 2011 Manual
- Insert or update Federal and State organizations and program changes.
- Update appendices and determine if new appendices should be included.
- Seek guidance from and present updates to the Board of County Commissioners
- Update the formatting
- Devise a method for the Manual to be a living document and be easily updated as needed.
