There are two types of folder options in the CMS:
New Page Section Folder
Add a New Page Section Folder to build a new section in your site that will contain new pages and a navigation file. This folder will automatically create a proper navigation file for the index page of the folder and you will select which page template to use for the folder's index page.
New File/Image Folder
Within your site's _files folder, add a New File/Image folder to add a new folder to house images or documents. This folder will not have a navigation file or page files. This type of folder is only allowed within your site's _files folder.
New Page Section Folder
New page section folders will generate the in-page navigation menu and breadcrumb navigation information. For example, if you create a subfolder in your site called “news" then you can create multiple pages within that folder which will show up as expandable navigation menu content on pages. New File/Image Folder
File/Image Folders are intended only to house binary files such as images or documents. Use this type of folder to keep your site organized and to make your images and documents easy to locate. All image and document files need to be stored in your site's _files folder so that they can be excluded from the site map.
Once you have found the location where your new image folder will live within your site's _files folder, select "+ NEW" in the top right of the screen.

After selecting "+ NEW" a content selection window will appear. From the new content options, choose "New File/Image Folder".

After selecting "New File/Image Folder" an information window will appear. Fill out the Folder Name field and then select "create".
Note: All subfolder names must be lowercase with hyphens in place of spaces, and they cannot contain special characters such as (!,%*#).

Your new File/Image folder will appear and is now ready to receive content.
