“R” Residential Student Parking Permit Lottery


Students living in the residence halls have two parking permit options when bringing a vehicle to campus.  The “R” parking permit allows students to park around the residence halls, and the FREE “P” permit allows students park at the remote lot located at 30th and Willett.  Students wishing to purchase an “R” permit must go through the lottery process.  See the FAQ below for more details.  More information on permit options for students living on and off campus can be found here.    


What is the lottery?

The lottery is a fair way to determine who is able to purchase an “R” parking permit.  There are a limited number of “R” parking permits available, and they awarded through a random drawing from students that have entered the lottery.


How does the lottery work?

Priority will be given to students that have previously lived in the residence halls and have renewed their housing contract for the upcoming year.  The remaining number of permits will be awarded at random from students that have entered the lottery.  Students will have approximately 1 week to purchase their “R” permit before they forfeit their option.  (Be sure to check the award letter as dates may vary.)  This will allow other students the opportunity to purchase a permit if students chose not to exercise their option to purchase. 


When does the lottery open?

Students may begin to enter the lottery June 3rd.


How will I know if I was awarded a permit through the lottery?

Students will be notified via email to their priority email address listed on their parking account.  You can review your parking account information by accessing the Parking Portal here.  Be sure to watch for emails with “R” Parking Permit in the subject line.  We recommend that you check your clutter email regularly and add tps@uwyo.edu to your safe senders list. 


When will I know if I was awarded a permit through the lottery?

The first random selection will be made July 1st. Lottery selections are scheduled for the following dates.  Dates are subject to change. 

  • July 1st

  • July 13th

  • July 20th

  • July 27th

  • Additional selections TBD

Selections are made until “R” permits are sold out.  Be sure to check your email on a regular basis as awards may be issued at any time. 


How do I enter the lottery?

First, students must complete their housing agreement with Residence Life and Dining Services.  It may take up to 48 hours before you have access to enter the lottery.  There are two ways that you may sign up for the lottery:

  • The office is located in the Service Building at the corner of 14th and Lewis Street.

  • Bring a photo ID. 


I was awarded a permit through the lottery, now what?

Be sure to follow the directions in the award email.  Deadlines for permit purchases are strictly enforced to allow other students the opportunity to purchase a permit if you chose not to exercise your option. 


What if I wasn’t awarded an “R” permit through the lottery?

“P” permits are available for FREE to students that were not awarded an “R” permit.  The FREE Park ‘n Ride lots are available near 30th and Willett.  Shuttle service between the “P” lots and the residence halls is available daily while school is in session.  “P” permits may be ordered online, in the main Transportation Services office, or at the One Stop Shop on move-in day. 


I purchased my permit.  How do I get it?

To encourage social distancing, we recommend that you select your permit to be mailed.  The pick-up in office option is available for individuals that are unable to receive their permit via mail.


I previously lived in the residence halls and renewed my housing contract, what do I do?

When the lottery is open, you may enter the lottery. 


Do I have to enter the lottery?

No.  Students bringing vehicles to campus may utilize the FREE “P” parking permit.  The FREE Park ‘n Ride lots are available near 30th and Willett.  Shuttle service between the “P” lots and the residence halls is available daily while school is in session.  There are also transit options available for students that chose not to bring vehicles to campus. 


What if I missed my chance to purchase a permit?

You may re-enter the lottery at any time. 


What is the cost of an “R” permit?

“R” permits are $163.00/year or $81.50/semester.
